This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- The humanitarian situation in Bakhmut has deteriorated, with reports of heavy fighting, daily civilian casualties and lack of electricity, gas and water (ERCC). Cities in southern Ukraine were attacked on 6 November, including Zaporizhzhia and various cities in Dnipropetrovsk oblast.
- Amid continuing gang warfare and a vacuum of law and order, Haiti is “on the verge of an abyss” said the UN human rights chief Volker Türk on Thursday (UN News), warning that any hope of a sustainable recovery requires “urgent and sustained action” to tackle the root causes of the overlapping crises afflicting the island nation.
- Bus bomb kills 1, wounds 10 others in southern Philippines (AP News). A homemade bomb went off in a bus and killed a passenger and wounded 10 others in a southern Philippine city on Sunday in an attack authorities suspect may be part of an extortion attempt, officials said.
Demonstrations
- Pro-Imran Khan protesters block roads to Islamabad as political turmoil continues in Pakistan (WION on MSN.com). The protests started on Monday and the crowd slowly blocked the road connecting the Islamabad international airport to the rest of the city. The road is also quite crucial for inter-state travel as it is the one that connects the Pakistani capital with the cities of Lahore and Peshawar.
Natural Disasters
- The World Meteorological Organisation (WMO) seasonal outlook for Syria reports that the severe and long-term drought is persisting (ERCC). The continuing unusual dry conditions have led to water deficits and poor vegetation conditions, affecting agricultural inputs and food security in Syria.
- From early August to the end of October, heavy rainfall in Ethiopia (ERCC) caused widespread flooding and river overflow and damaged planted crops, infrastructures and at least 363,000 people are displaced due to flood in five regions.
- In northern Colombia, landslides caused by continuous heavy rainfall were recorded on 6 November across Piojó Municipality (ERCC). 82 families have been relocated to a safer area, while at least 13 houses have been destroyed. In the Villa Paraiso area, about 50 households have been isolated due to the collapse of the main road, and have no access to communication services.
- Intense rainfall has affected Anzoátegui State in northern-eastern Venezuela since 4 November (ERCC), causing floods and landslides, resulting in casualties.
- Heavy rainfall has continued to hit several parts of Indonesia (particularly Java and Sumatra) over the past few days (ERCC), causing floods and triggering landslides that have resulted in casualties and damage.
Climate change
- The impact of climate change on health if carbon emissions remain high (UN News), could be up to twice as deadly as cancer in some parts of the world, according to new data released on Friday by the UN Development Programme (UNDP) and the Climate Impact Lab.
- Overwhelming flooding has affected at least 27.7 million children across 27 countries worldwide (UN News), with the number of children affected by flooding in Chad, Gambia, Pakistan and northeast Bangladesh, being the highest in over 30 years.
- The latest report from the UN World Meteorological Organization (WMO), released on Sunday, shows that the last eight years have been the warmest on record, fuelled by ever-rising greenhouse gas concentrations.
Migration
- At least 28 migrants are believed to be missing after a shipwreck off the coast of Yemen on 30 October (ERCC). Three bodies have been recovered so far by the Yemeni coastguard. The boat reportedly left Djibouti to cross the Bab-Al Mandab straight, but the overcrowded boat eventually sank due to harsh weather conditions.
Health
- In 2022, and as of 27 October, 338 592 cases and 70 deaths from Chikugunya have been reported (ECDC). The majority of cases have been reported from Brazil (240 344), India (93 113), Guatemala (1 435), Thailand (775) and Malaysia (662). Deaths have been reported from Brazil (68), Kenya (1), and the Philippines (1). For the first time in 2022, Sudan reported cases (8).
- In 2022, and as of 27 October, 3 333 251 cases and 2 984 deaths from Dengue have been reported (ECDC). The majority of cases have been reported from Brazil (2 131 615), Vietnam (224 771), Philippines (173 233), Indonesia (94 355)and Nicaragua (66 162). The majority of deaths have been reported from Brazil (898), Indonesia (853), Philippines (508), Bangladesh (118), and Vietnam (92).
- Three states—Arizona, Mississippi, and South Carolina—recently reported their first highly pathogenic avian flu outbreaks in poultry flocks (CIDRAP), part of expanding activity involving the Eurasian H5N1 strain that has now affected poultry in 46 states, with poultry losses soon to pass a record set in 2015.
- At a recent briefing, the Centers for Disease Control and Prevention urged Americans (CIDRAP) to take steps to protect against a surge in flu, respiratory syncytial virus (RSV), and other seasonal viruses in the weeks leading up to the holiday season.
Humanitarian
- The Humanitarian Needs Overview 2023 for Sudan released on 7 November highlights the worsening humanitarian situation and rising needs in the country (ERCC). With 15.8 million people in need, over half of them children, Sudan is seeing record levels of humanitarian needs one year after a military coup. This figure represents a third of the Sudanese population, and a 21% increase compared to 2022.
