This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- On 27 November, a non-state armed group attacked an area hosting Internally Displaced Persons (IDPs) in the periphery of Ouahigouya, the capital city for the North region in Burkina Faso (ERCC). Several IDP shelters and a building used for patients screening at the health post were burnt. Direct targeting of civilians as well as of vital basic infrastructures is significantly increasing in the Northern and Eastern regions.
- Iran acknowledges more than 300 are dead from unrest from nationwide protests (NPR). The estimate from a military general of people dead from protests is considerably lower than the toll reported by a U.S.-based group that has been closely tracking the protests.
- The militant group Tehrik-e-Taliban Pakistan told its fighters to carry out attacks (Dawn) across Pakistan, breaking the cease-fire declared earlier this year.
- Colombia’s interior minister said he appealed to neighboring countries (Reuters)for help confronting criminal groups in its border regions. Bogotá has also announced plans for peace talks with militants who wish to disarm.
Demonstrations
- Students sent home, police on patrol as China curbs protests (AP News). Chinese universities sent students home and police fanned out in Beijing and Shanghai to prevent more protests Tuesday after crowds angered by severe anti-virus restrictions called for leader Xi Jinping to resign in the biggest show of public dissent in decades.
Natural Disasters
- Flash floods and landslide events caused by heavy rainfall were reported in southern Philippines on November 25 (ERCC). More than 620 people have been affected, and of these, 322 have been displaced to evacuation centres.
- Heavy rainfall and strong wind affected the eastern Java Island over the period from 25 to 27 November (ERCC), causing floods and strong wind-related incidents that have resulted in casualties and damage.
- Heavy rainfall continues to affect western Venezuela (In particular the Mérida State) since 27 November (ERCC), causing floods and rivers overflow (in particular the San Roque River) that have resulted in widespread damage. The worst affected is the Zea Municipality in western Mérida State.
- Over the past few days, heavy rainfall has caused widespread flooding across several areas of Bahia State in north-eastern Brazil (ERCC). According to media, nearly 3,000 people have been displaced in Prado city (southern Bahia), as floodwaters have damaged a number of houses and transportation infrastructure, isolating several communities.
Health
- Report highlights the deadly impact of bacterial infections (CIDRAP). The estimated 7.7 million bacteria-related deaths constituted 13.6% of all global fatalities in 2019.
- Study describes monkeypox in women; CDC warns of Tpoxx resistance (CIDRAP). As much as 25% of infections in women were not linked to sexual transmission.
- Uganda extends quarantine in Ebola epicentre for 21 days (Al Jazeera) Uganda’s President Yoweri Museveni has extended a quarantine placed on two districts that are the epicentre of the country’s Ebola outbreak by 21 days, adding that his government’s response to the disease was succeeding.
Infrastructure
- Record Power Outages Risk South Africa’s Financial Stability, Central Bank Warns (Bloomberg). South Africa’s central bank has raised concern about the threat an inadequate and unreliable power supply poses to financial stability as the country experiences record blackouts.
- U.S. could give Ukraine energy help as temperatures fall below freezing; of Russian mobilization in Kherson grow (CNBC).Temperatures are plummeting in Ukraine and its energy infrastructure is heavily damaged. The U.S. is reportedly set to offer help in restoring transmission. Speculation is mounting that Russia could soon try to mobilize men in the occupied part of Kherson, in southern Ukraine.
Humanitarian
- The first shipment of fertilizer donated by Russian producers to countries hit hard by rising global food insecurity (UN News), has left the Netherlands bound for Malawi to alleviate humanitarian needs and prevent catastrophic crop loss in Africa, the UN Spokesperson said in a statement on Tuesday.
