This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- ‘We were all afraid’: Thousands more flee M23 rebels in DR Congo (France 24). In eastern DR Congo, thousands more people are becoming displaced as they flee advancing M23 rebels. Many are taking refuge in Goma, but there are fears that the rebels could soon encircle the city.
- Russia said its troops had broken through two fortified lines of Ukrainian defenses on the eastern front (Reuters), as Kyiv described the situation there as difficult and demanded faster military aid ahead of a predicted Russian offensive.
Natural Disasters
- Floods continue to affect eastern South Africa and southern Mozambique (ERCC), resulting in an increased humanitarian impact.
- Over the past few days, widespread floods caused by heavy rainfall affected particularly Blantyre City in southern Malawi (ERCC), surrounding areas and 28 councils, leading to casualties and damage.
- Several avalanches have been reported across Afghanistan (ERCC), resulting in casualties.
- The number of casualties has increased in northern and central New Zealand (ERCC) after the country has been affected by floods and landslides caused by heavy rainfall related to post-Tropical Cyclone Gabrielle.
- Since 13 February, heavy rainfall and high waves have been reported across Makassar City in South Sulawesi Province in Indonesia (ERCC), causing displacement and damage.
Health
- On 13 February, a Marburg haemorrhagic fever outbreak has been confirmed in the district of Kie Ntem, Nsok Nsomo province (ERCC), on the mainland of Equatorial Guinea close to the border with Cameroon.
- Cameroon probes 2 suspected Marburg cases (CIDRAP). The teenagers live in the same community that borders Equatorial Guinea, which declared an outbreak yesterday.
- Chikungunya outbreaks intensify in the Americas (CIDRAP). There were more than 271,000 chikungunya illnesses last year, 95 of them fatal, compared with about 137,000 cases in 2021.
