This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- El Salvador urged to uphold human rights amid state of emergency (UN News). The UN human rights office, OHCHR, on Tuesday expressed concern over mass detentions and other measures implemented during the state of emergency in El Salvador, now in effect for a year.
- Ukraine struck a railway depot and knocked out power in the Russian-occupied city of Melitopol (Reuters), deep behind the front line, amid growing talk from Kyiv of a counterassault against Russian forces worn out by a failed winter offensive.
Demonstrations
- Civil Society Groups Protest in Nigeria Over Election Outcome (Voice of America). Daily demonstrations began last week to call for accountability in the electoral system. Nigerians went to the polls in February and March to elect a new president, state governors and lawmakers.
Natural Disasters
- The heavy rains since January 2023 have taken a big toll on Peru (ERCC). According to the National Institute of Civil Defense of Peru (INDECI), 12 people have died, 134,000 people have been affected, out of which 19,000 are severely affected / have remained homeless.
- Heavy rainfall has been affecting north-western Brazil since 24 March (ERCC), in particular Acre and Amazonas States, causing floods, rivers overflow and triggering landslides that have resulted in casualties and damage.
- Heavy rainfall continues to affect Bolivia (ERCC), causing floods and resulting in widespread damage.
- Strong winds, tornadoes, hailstorms and thunderstorms continued to affect the Lower Mississippi Valley in the United States since 24 March (ERCC), in particular Mississippi, Georgia and Alabama, causing severe weather-related incidents (particularly due to strong winds) that have resulted in casualties and damage.
- The number of casualties has increased in central Ecuador (ERCC), following the deadly landslide that occurred in Alausí Canton in the Chimborazo Province on 26 March.
Health
- On February 13, 2023, Equatorial Guinea declared an outbreak of Marburg virus disease (CDC). Confirmed cases have been reported in multiple provinces. Avoid non-essential travel to the provinces where the outbreak is occurring.
- There has been an alarming spread of diphtheria cases in Nigeria since early 2023 (ERCC), which worsened in March with 733 suspected cases and 89 deaths.
- UNICEF sounds alarm over fast-spreading cholera outbreaks in Africa (UN News). The agency said the worst cholera outbreaks to hit the region in years, are now unfolding in Burundi, Ethiopia, Kenya, Malawi, Mozambique, Somalia, South Africa, South Sudan, United Republic of Tanzania, Zambia, and Zimbabwe.
