This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Sudan Travel Advisory. Armed conflict is ongoing throughout Sudan and includes heavy fighting between various political and security groups. The situation is violent, volatile, and extremely unpredictable, particularly in the capital city Khartoum. Electrical and communication disruptions, including internet and cell phone service, can occur at any time. At this time, the U.S. government cannot provide emergency consular services to U.S. citizens in Sudan, due to the current security situation. Due to the critical threat in Sudan, U.S. government personnel are under a strict shelter in place order and cannot travel within the country. Khartoum International Airport and Sudan’s border with Chad are currently closed. Germany forced to halt evacuation mission from Sudan – Spiegel (Reuters). A mission by the German military to evacuate around 150 citizens from Sudan had to be halted on Wednesday due to fighting in the capital Khartoum, the Spiegel news magazine reported citing unnamed sources. Japan announced on Wednesday that it was preparing to evacuate its nationals to Sudan (Africa News), becoming the first country to take such a step in the country where violence has lasted since Saturday despite calls for a truce.
- 21 people were killed after a fire broke out in the inpatient department of Changfeng Hospital in Beijing’s Fengtai District on 18 April at around 12:57 p.m. local time (ERCC). The fire was extinguished about half an hour later.
- Gunmen Attack Village, Kill Dozens In Northwest Nigeria (Barron’s). Gunmen suspected to be Fulani herders have killed 33 people in an attack on a farming village in northwest Nigeria’s Kaduna state, where intercommunal herder-farmer violence is common, a local official told AFP Tuesday.
- Chile Hands New Powers to Police as Security Deteriorates (Insight Crime). Chile has given police greater leeway to use force against criminal suspects, but this hasty response to a wave of deadly attacks on security forces is unlikely to tackle the roots of the country’s security problems.
Natural Disasters
- Heavy rainfall, strong wind, hailstorms and thunderstorms affected southern Brazil (ERCC), in particular the Rio Grande do Sul State, the southernmost State of the Country) over the period from 16 to 17 April, causing floods and a number of severe weather-related incidents (in particular due to the strong wind), that have resulted in severe damage.
- Heavy rainfall and thunderstorms affected the southern Democratic Republic of the Congo (ERCC), in particular the Kasaï Central Province, over the period from 15 to 17 April, causing some severe weather-related incidents (particularly due to lightning) that have resulted in casualties and damage.
- After the landslide in the Torkham area that affected the road of the Khyber Pass in north-western Pakistan (ERCC), the number of casualties increased.
Health
- Marburg virus confirmed in another Equatorial Guinea health worker (CIDRAP). The outbreak has grown to 16 confirmed cases, 11 of which were fatal, in addition to 23 probable cases, all fatal.
- Forty-eight million people in Central and West Africa are expected to face acute food insecurity (Reuters) in the coming months amid climate shocks, food shortages, and high food prices, the UN said. The estimate marks the most people in the region at risk of food insecurity in a decade.
