This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Infrastructure
- UN officials warn of impact on Horn of Africa if Black Sea grain deal ends (France 24 on MSN.com). An end to the Black Sea grains deal would hit the Horn of Africa hard, aid officials said on Monday, warning that another hike in food prices would add to the tens of millions of people facing hunger.
- At least 3 dead in building collapse in Egypt’s coastal city of Alexandria, officials say (AP). At least 3 people were killed when a 14-story apartment building collapsed in Egypt’s northern coastal city of Alexandria, authorities said Tuesday.
Natural Disasters
- India – Flash flood in Himachal Pradesh (ERCC). A landslide triggered by a heavy downpour in the Mandi district in State Himachal Pradesh trapped more than 200 tourists on National Highway 21, and a cloudburst-caused flash flood hit the districts Solan and Hamirpur at the same time in Himachal Pradesh.
- Mexico – Floods (ERCC). On 23-24 June, heavy rainfall affected Chiapas State (southern Mexico), causing floods and resulting in casualties and damage. The most affected area was Tuxtla Gutiérrez City, the capital of the State.
- Philippines – Volcanic unrest, update (ERCC). In the past 24 hours, explosive and effusive activity is ongoing. Lava flows of 1,600 and 1,200 meters in length have been registered in the southern and south-eastern gullies of the volcano as well as more than 100 volcanic earthquakes and an ash plume 750 metres high.
- Chile – Floods, updates (ERCC). As of 26 June, according to the National Disaster Prevention and Response Service (SENAPRED), a total of two people died, four are missing due to the recent floods in central-southern Chile. More than 13,000 have been affacted, with over 12,000 isolated people and approximately 1,609 resulted sheltered. In addition, a total of 2580 homes have been damaged, and more than 1 400 houses have been destroyed.
- Romania – Floods (ERCC). On 25 June, heavy rainfall hit Arad County in western Romania, causing floods and flash floods that resulted in casualties and damage.
- 4 dead, 900 evacuated after landslides triggered by flash floods in southwest China (Associated Press). Four people have died and three others are missing after landslides hit a county in China’s southwestern Sichuan province, leading authorities to evacuate more than 900 people.
- An independent UN-appointed climate expert on Tuesday called for full legal protection to be given to those displaced by the impacts of climate change, to guarantee their human rights (UN News). The independent expert said that people displaced by climate change face multiple human rights violations including of their rights to food, water, sanitation, housing, health, education and, for some, their basic right to life. He called it “profoundly worrying” that large numbers of people displaced across borders, die or go missing every year on both land and sea.
Health
- Polish officials probe H5N1 avian flu link to cat deaths (CIDRAP). Over the past several days, infectious disease tracking sources have been closely following media reports from Poland of numerous cat deaths, and the country’s chief veterinary officer has confirmed H5N1 avian influenza in several cats, but not the same one that has been infecting waterfowl in the region.
- Increasing arbovirus risk in Chile and neighboring countries in the Southern Cone of South America (Lancet Regional Health Americas) On April 26, 2023, Chile declared a public health emergency in its northern and central regions in response to the presence of Aedes aegypti and the epidemiological situation of neighboring countries. Aedes aegpyti is a highly efficient vector of dengue, chikungunya, Zika, and other arboviruses. The mosquito recently expanded within Parinacota (northern continental Chile) and was detected in Los Andes, Valparaíso Region (32°50′S, 70°32′W, elevation ∼800 m), a location with no previous history of the vector. The emergency declaration also noted the proliferation of Anopheles pseudopuntipenis, a malaria vector, in Pica, Tarapacá region (20°28′S, 69°18′W, elevation 1320 m).
Humanitarian
- With a deepening refugee crisis, security breakdowns and conflicts, urgent action is required to address the escalating challenges faced by millions forced on the run worldwide (UN News). “We are witnessing a concerning increase in the number of refugees in need of resettlement in 2024. Resettlement remains a critical lifeline for those most at risk and with specific needs,” said Filippo Grandi, UN High Commissioner for Refugees. The Asia region tops the list, with nearly 730,000 refugees likely requiring resettlement support, representing around 30 per cent of the total.
