This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Cameroon Sees More Attacks on Schools, Civilians After Rebel Leader Killed (Voice of America). Cameroon officials say separatists resumed attacks on civilians and schools after a notorious insurgent leader and four of his collaborators were killed during a raid this week.
- Haitian gangs call for armed overthrow of PM Henry as chaos escalates (Reuters). Haiti’s most powerful gang leader called for the armed overthrow of Prime Minister Ariel Henry, urging Haitians to take to the streets against the unelected government in the latest escalation of a country undergoing humanitarian crisis.
- Grenades Becoming Trademark of Venezuelan Extortion Gangs in Peru (Insight Crime). A series of grenade attacks and threats linked to Venezuelan gangs and extortion in Peru reveal how the use of this weapon has been exported from Venezuela to other Latin American countries.
Natural Disasters
- Australia – Wildfire (ERCC). Bushfires have been affecting New South Wales State, eastern Australia State with more than 61 wildfires.
- Nigeria – Floods (ERCC). Over the past few days, heavy rainfall and strong winds have affected the Emirates of Dukku and Nafada in Gombe State, eastern Nigeria, causing floods and resulting in displacements and damage.
- Mexico – Severe weather (ERCC). Severe weather characterised by strong lightning affected the beaches of Aquila Municipality in Michoacán State, south-western Mexico, on 18 September, causing weather-related incidents that have resulted in casualties.
- Chile – Landslide (ERCC). Heavy rainfall has been affecting central-southern Chile, in particular the Araucanía Region, over the last 48 hours, causing a landslide that has resulted in casualties and damage.
Health
- There is an outbreak of diphtheria in several provinces in Vietnam (CDC) and in several districts in Guinea (CDC). If you are traveling to an affected area, you should be up to date with your diphtheria vaccines. Before travel, discuss the need for a booster dose with your healthcare professional. If you feel sick during travel, seek medical care immediately. If you feel sick after returning from travel, seek medical care immediately.
- PAHO issues dengue alert amid regional rises as Southern Hemisphere summer approaches (CIDRAP). The Pan American Health Organization (PAHO) recently posted an epidemiologic alert about a rise in dengue cases in Central America and the Caribbean regions, urging countries to review their response plans and step up surveillance ahead of the Southern Hemisphere’s summer season.
Humanitarian
- Libya – Floods, update (ERCC). Following the floods in north-eastern Libya, an accurate assessment of the actual number of fatalities and scale of the damage remains challenging across the affected areas. Urgent needs of displaced people – according to the International Organisation for Migration, IOM is estimated to be around 43, 000 individuals – include flood, drinking water, mental health and psychosocial support.
- Sudan – Displacement (ERCC). With at least 7.1 million people now displaced across the country, Sudan has the highest number of internally displaced persons globally, according to a recent report from Save the Children and figures from the IOM DTM.
- Sudan: Children dying amid healthcare system collapse (UN News). In war-torn Sudan, more than 1,200 children under five have died in camps in the space of four months from a combination of measles and malnutrition, UN humanitarians said on Tuesday.
