This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- South Sudan – Two humanitarian staff killed (ERCC). On 23 September, two trucks contracted by UNICEF were attacked while returning to Juba after delivering crucial aid supplies for children and their families in need in Yei, Central Equatoria State. Two contracted drivers were tragically killed and another injured. Both empty trucks were burnt and destroyed.
- Gunmen kill 14, kidnap 60 in attacks in northern Nigeria (Reuters). Gunmen in Nigeria killed eight people on Sunday and abducted at least 60 others in two communities of northwest Zamfara state, residents and a local traditional leader said, two days after armed men kidnapped dozens from a university in the state.
- Thousands of Armenians flee Nagorno-Karabakh as Turkish president is set to visit Azerbaijan (The Associated Press. Thousands of Armenians streamed out of Nagorno-Karabakh after the Azerbaijani military reclaimed full control of the breakaway region while Turkish President Recep Tayyip Erdogan was set to visit
- Costa Rica’s homicide rate rises in deadliest year ever (Reuters on MSN.com). More than 656 people have been killed so far in Costa Rica’s deadliest year on record, official homicide data showed on Friday, though the government expects this figure to soar past 900 by the end of this year.
- An overnight Russian air strike (Reuters) on the southern Ukrainian region of Odesa caused “significant damage” to port infrastructure and destroyed some grain storage facilities, Ukrainian officials said.
Demonstrations
- Thousands of teachers protest in Nepal against education bill, shutting schools across the country (Houston Chronicle). KATHMANDU, Nepal (AP) — Schools for millions of students in Nepal were closed Friday as tens of thousands of teachers protested in the capital against an education reform bill in parliament.
Natural Disasters
- New Zealand – Floods (ERCC). Heavy rainfall has affected Queenstown Town (South Island, southern New Zealand) in the past week, causing floods and resulting in evacuations and damage.
- Philippines – Floods and landslides (ERCC). Since the past week, heavy rainfall has been affecting the Soccsksargen Region in Mindanao Island (southern Philippines) and the Western Visayas Region, causing floods, and landslides and resulting in casualties and damage.
- Italy – Wildfires (ERCC). On 21-23 September, several wildfires occurred in Palermo Province in Sicily Island, in southern Italy, resulting in casualties and evacuations. The most relevant wildfire has been recorded by EFFIS in Gratteri Municipality with an extension of almost 2,600 ha.
- India – Monsoon rains, update (ERCC). The number of casualties and evacuated people is still increasing following the monsoon rainfall that has been affecting several states of India causing severe floods and a number of severe weather-related incidents.
Health
- Nipah virus disease – India – 2023 (ECDC). According to media reports on 15 September and 18 September, 1 233 people are included in the contact list, including at least 287 healthcare workers and 352 who are in high-risk category who are in isolation in their homes. No new positive cases have been detected.
- Philippines issues health warning as capital hit by smog, volcanic gas (Reuters on MSN.com). A small but restive volcano near the Philippine capital Manila spewed above average sulfur dioxide and volcanic smog on Friday, prompting authorities to close schools in dozens of cities and towns and to urge people to stay indoors.
- West Nile virus One Health seasonal surveillance – 2023 (ECDC). Since the last update, and as of 20 September 2023, 75 human cases of West Nile virus (WNV) infection have been reported by EU/EEA countries and eight by an EU-neighbouring country.
- New analysis confirms world seeing an upsurge of cholera (WHO). While data for cholera remain inadequate, cases reported to WHO in 2022 were more than double those in 2021. Forty-four countries reported cases, a 25% increase from the 35 countries that reported cases in 2021. Not only were there more outbreaks, but the outbreaks were larger. Seven countries –Afghanistan, Cameroon, Democratic Republic of the Congo, Malawi, Nigeria, Somalia, Syrian Arab Republic–have each reported over 10 000 suspected and confirmed cases. The larger the outbreak, the harder it typically is to control. Current data for 2023 suggest that this global upsurge is continuing. Twenty-four countries are currently reporting active outbreaks, with some countries in the midst of acute crises.
Humanitarian
- Somalia – New Integrated Food Security Phase Classification (ERCC). Prevalence of acute malnutrition remains high in Somalia, with current and forecasted climatic extremes aggravating further dire conditions of children under five years of age. Approximately 1.5 million children under the age of five are expected to be acutely malnourished, including 331,000 likely to face Severe Acute Malnutrition (SAM).
- Libya – Floods, update (ERCC). Following the floods in north-eastern Libya, according to UN OCHA and World Health Organization (WHO), as of 24 September, the death toll reached more than 4,000 people. Over 8,540 people remain currently still missing and 43,059 are displaced, of whom 17,000 may be children according to UNICEF.
