This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Nigeria – Attacks on schools and abductions of students (ERCC). On 23 September, armed groups kidnapped more than 30 students including at least 24 female students of the Federal University, Gusau, in Zamfara State. According to local authorities 13 students have been rescued as well as three workers.
- Azerbaijan says 192 of its troops were killed in last week’s offensive in Nagorno-Karabakh (The Associated Press). A total of 192 Azerbaijani troops were killed and over 500 were wounded during Azerbaijan’s offensive in Nagorno-Karabakh last week, the country’s Health Ministry announced on Wednesday.
- Nagorno-Karabakh: more than a third of the region’s population flees into Armenia (The Guardian). Death toll from fuel depot explosion on Monday rises to 68 as ethnic Armenians raise concerns about reprisals from Azerbaijan
- Lebanese army says it exchanged smoke-bomb fire with Israel (Reuters). Lebanon’s army said on Wednesday it had exchanged smoke bombs with Israeli troops at the border, the second such incident in a week.
- Costa Rica Breaks Homicide Record Amid Security Coordination Struggles (InSight Crime). Costa Rica has already exceeded the record number of homicides recorded last year, according to government statistics. The country has recorded 630 as of September 25, two more than its 2022 record total of 628.
- As many as a dozen bodies found scattered around northern Mexico industrial hub of Monterrey (AP News). As many as a dozen bodies were found Tuesday scattered around the northern Mexico industrial hub of Monterrey and its suburbs, including some of the wealthiest neighborhoods in the country.
- Yemen’s Houthi movement said a Saudi-led coalition killed twelve Houthi soldiers (Reuters) in the last month, while the coalition said the Houthis killed two Bahraini army personnel and attacked facilities near the Saudi border, breaking a relative lull in recent fighting. U.S. and UN envoys called for restraint and continued peace talks.
Demonstrations
- Huge night protests in Burkina Faso amid rumours of counter coup (Ghanaweb.com). Hundreds of people poured into the streets of the Burkinabe capital, Ouagadougou on Tuesday evening (September 26), with reports stating that they were engaged in a pro-junta march.
- Nigeria’s labour unions call indefinite strike over cost of living (Reuters on MSN.com). Nigeria’s two biggest workers’ unions plan to start an indefinite strike next week to protest against a cost-of-living crisis after the government scrapped a popular but costly petrol subsidy, union leaders said on Tuesday.
- Demonstrators stormed the building (Al-Monitor) of the state electricity company in Beirut yesterday to protest high power bills and chronic power outages as the country’s economic crisis persists.
Natural Disasters
- Mexico – Floods, update (ERCC). Heavy rainfall has been affecting western Mexico, in particular the Jalisco State since 25 September, causing floods and rivers overflow that have resulted in casualties and damage.
- South Africa – Floods and severe weather, update (ERCC). Heavy rainfall and strong wind have affected South Africa, in particular Western Cape Province and the Cape Town area on 23-26 September, causing floods, mudslides, rivers overflow, and some severe weather-related incidents that have resulted in casualties and damage.
- Guatemala – Floods and severe weather, update (ERCC). After the heavy rainfall that affected the Guatemala City area on 24-25 September, causing the overflow of the El Naranjo River and severe floods, the number of casualties increased.
- Iran – Dust storm (ERCC). Very strong winds have been affecting south-eastern Iran, in particular the Sistan and Baluchestan Province, on 20-22 September, causing a severe dust storm that has resulted in casualties.
- Two thirds of Mexico is now in a state of drought, after a year plagued by heat waves and abnormally low levels of rainfall (Mexico News Daily). According to Mexico’s Drought Monitor, updated every two weeks by the National Meteorological Service (SMN), 67.1% of the country was experiencing some degree of drought on September 15
Health
- PAHO warns of potential early start to respiratory virus season in parts of the Americas (CIDRAP). PAHO summarized the experiences of the five Southern Hemisphere countries: Argentina, Brazil, Chile, Paraguay, and Uruguay. The group also referenced a recent advisory from the US Centers for Disease Control and Prevention (CDC) about an early start to respiratory syncytial virus (RSV) activity in southeastern states, the region where virus activity usually picks up first.
- The World Health Organization (WHO) reported cholera, dengue outbreaks in eastern Sudan (AP), where thousands of people are staying in crowded camps as the war between the country’s military and a paramilitary force persists.
