This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Democratic Republic of the Congo (DRC) – Increased conflict intensity (ERCC). An escalation in the intensity of the conflict between armed forces of the DRC and their allies against the Rwanda-supported M23 is heavily impacting civilians in the towns of Mweso, Bambo, Katsiru, Sake and Goma in North Kivu.
- 3 dead in bombing attack on Congo displacement camp as violence in the east escalates (AP). A group of rebels bombed a displacement camp in eastern Congo’s North Kivu province killing three civilians and injuring eight others, a local civil society group said Tuesday, as violence in the conflict-hit region sparked protests and a humanitarian group warned that thousands are facing limited access to aid.
- Gunmen kill four, abduct at least 40 in northwest Nigeria (Reuters). Armed men killed four people, including two policemen, and kidnapped at least 40 others in an attack on Kaura Namoda, in Nigeria’s northwest Zamfara state, police and residents said on Tuesday.
- Haitian gangs’ growing funds, arsenals challenge planned intervention -report (Reuters). Haitian gangs are increasingly economically autonomous, a Geneva-based criminal research group warned, using funds coerced from private businesses, local residents and families of kidnapping victims to pay for guns and soldiers.
Infrastructure
- Wild weather cuts power, sparks bushfires in Australia (Reuters). Hundreds of thousands of residents across Australia’s Victoria state remained without power on Wednesday after wild weather knocked down transmission lines and sparked bushfires that injured five firefighters.
Environment
- Oman – Floods, update (ERCC). Heavy rainfall has been affecting most of Oman (in particular northern Governorates) since 11 February, causing floods and a number of severe weather-related incidents that have resulted in casualties and damage.
- Türkiye – Floods and landslides (ERCC). Heavy rainfall has been affecting southern and eastern Türkiye, since 13 February, causing floods and landslides that have resulted in casualties and damage.
- New Zealand – Wildfire (ERCC). A huge wildfire has been affecting the Christchurch City area (Canterbury Region, eastern South Island, New Zealand) over the last 24 hours, causing population evacuation and damage.
- Australia – Severe weather and bushfires (ERCC). Heavy rainfall and strong winds have affected Victoria State, in southern Australia, on 13 February causing severe weather-related incidents that have resulted in casualties and damage.
Health
- Ducks identified as source of H10N5 avian flu in Chinese woman’s coinfection (CIDRAP). The World Health Organization (WHO) today added more details to China’s recent report of a woman who died following a coinfection with H3N2 seasonal flu and H10N5 avian flu. The case marked the first known human illness involving H10N5.
