This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- The Executive Director of the UN Office on Drugs and Crime (UN News) Ghada Waly has highlighted the threats of transnational organized crime, terrorism and corruption that is plaguing Somalia.
- Haiti’s neighbors prepare for ‘drastic escalation’ in violence after jailbreak (Reuters). Haiti’s neighbors on Monday began shoring up their defenses and recalling embassy staff as a gang conflict in the Caribbean nation escalated and thousands fled fresh fighting.
- Ukraine claims it has sunk another Russian warship in the Black Sea using high-tech sea drones (Associated Press). The Ukrainian military intelligence agency said a special operations unit destroyed the large patrol ship Sergey Kotov overnight with Magura V5 uncrewed vessels.
- Gang rape of a tourist in India highlights its struggle to curb sexual violence (The Associated Press on MSN.com). Police in India have arrested three men in the alleged gang rape of a foreign tourist, in a case that has highlighted the country’s long-standing problem of sexual violence against women.
- The murder of another mayoral candidate puts the spotlight on violence in local elections (Mexico News Daily). A young man aiming to become the next mayor of a municipality in the southern state of Guerrero was shot dead on Sunday.
Infrastructure
- 3 Red Sea data cables cut as Houthis launch more attacks in the vital waterway (AP News). Three cables under the Red Sea that provide global internet and telecommunications have been cut as the waterway remains a target of Yemen’s Houthi rebels, officials said Monday.
Environment
- Iran – Floods (ERCC). Since February 27, heavy rains have led to the overflow of four dams in Iran’s Sistan and Baluchistan province. Floods that have affected 110 000 people across 14 cities and 450 villages, mainly the cities of Dashtiari, Qasrqand, Nikshahr, and Chabahar.
- Pakistan – Severe weather (ERCC). Heavy rainfall and strong winds have been affecting north-western Pakistan, Khyber Pakhtunkhwa Province and south-western Pakistan, Baluchistan Province over the last 48 hours, causing floods, landslides and several severe weather-related incidents that have resulted in casualties and damage.
- India – Snow avalanches (ERCC). Heavy snowfall and rainfall have been affecting Himachal Pradesh State in northern India since 2 March, triggering six snow avalanches, and resulting in population displacement and damage.
- Italy – Severe weather (ERCC). Heavy rainfall, heavy snowfall and strong winds affected northern Italy, in particular Aosta Valley, Piedmont, Liguria and Trentino-Alto Adige Regions over the past few days, causing landslides, snow avalanches and several severe weather-related incident that have resulted in casualties and damage.
- United States – Snow avalanches, update (ERCC). On 1 March, two snow avalanches occurred in Washington and Idaho States, in western United States, resulting in casualties.
Health
- Cholera – Comoros – 2024 (ECDC). On 2 February 2024, Comoros declared an outbreak of cholera. Since the declaration of the outbreak, and as of 24 February 2024, 117 confirmed cholera cases and six deaths have been reported by the Comorian Ministry of Health.
- Cholera – Multi-country (World) – Monitoring global outbreaks (ECDC). In January 2024, 39 346 new cholera cases, including 698 new deaths, have been reported worldwide. In recent months, cholera cases have continued to be reported in western, eastern and southern Africa, some parts of the Middle East, Asia, and the Americas.
- Avian influenza A(H9N2) – Multi-country (World) – Monitoring human cases (ECDC). According to Hong Kong’s authorities, the new A(H9) case reported last week in a child under five years old has a confirmed subtype of avian influenza A(H9N2).
- BA.2.87.1 COVID variant detected in Southeast Asia (CIDRAP). Transmission appears to be low, but health officials are monitoring the variant because of potential immune escape.
