This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Anti-Kremlin fighters launch cross-border attacks into Russia from Ukraine (Reuters). Armed fighters purporting to be Russian citizens who oppose the Kremlin said they carried out cross-border incursions into western Russia from Ukraine using tanks on Tuesday, but Moscow said it had repelled the attacks.
- Ukraine knocks out Russian refinery in major attack (Reuters). Ukraine pounded targets in Russia on Tuesday with dozens of drones and rockets in an attack that inflicted serious damage on a major oil refinery and sought to pierce the land borders of the world’s biggest nuclear power with armed proxies.
- Israeli jets hit Lebanon’s Bekaa for a second day – Lebanese sources (Reuters). Israeli warplanes struck Lebanon’s Bekaa Valley for a second consecutive day on Tuesday, hitting a facility belonging to Hezbollah and killing at least one member of the Iran-backed group, sources in Lebanon said.
- Haiti’s prime minister says he’ll resign as violent gangs rampage. It’s not clear who leads next (AP News). Politicians across Haiti are scrambling for power after Prime Minister Ariel Henry announced Tuesday that he would resign once a transitional presidential council is created.
Demonstrations
- South Korea opens hotline to support doctors defying walkout (Reuters). South Korea’s government opened a hotline for doctors on Tuesday that the health minister said was intended to support physicians who faced harassment or peer pressure if they chose not to join a mass walkout over healthcare reform plans.
- Germany: Deutsche Bahn, Lufthansa workers go on strike (dw on MSN.com). Labor action affected all Lufthansa departures from Frankfurt airport and railway operations nationwide. It is only the latest walkout to disrupt German transport services.
Infrastructure
- French state hit by ‘intense’ cyberattack: PM’s office (France 24 on MSN.com). Cyberattacks of “unprecedented intensity” have targeted several French government institutions just months before the Paris Olympics but have been contained, the prime minister’s office said Monday.
Environment
- Indonesia – Floods and landslides (ERCC). According to the Indonesian National Board for Disaster Management (BNPB) and to media reports, as of 12 March, at least 26 people died, 11 are still missing and 39,000 people have been affected by floods across 12 Regencies of West Sumatra Province. In addition, more than 700 houses have been damaged. A state of emergency has been issued for five areas: South Pesisir Regency, Padang Pariaman Regency, West Pasaman Regency, Padang City and Mentawai Islands.
- Bolivia – Floods and landslides (ERCC). The rainy season started in November 2023 and is still affecting most of the country, causing floods and landslides that are leading to an increasing number of casualties and damage.
- France – Severe weather and floods (ERCC). Following the heavy rainfall and floods that have affected southern and south-eastern France, the number of casualties has increased. According to the Interdepartmental Crisis Management Operational Centre (COGIC), five people died (of whom four in Gard and one in Hérault Department), three people are still missing (two in Gard and one in Ardéche), and another has been injured in Gard Department.
- Switzerland – Snow avalanche (ERCC). Snow avalanches occurred in Val Ferret in the Canton of Valais, southern Switzerland, on 10 March, causing casualties.
Health
- Quick takes: Sudan polio reemergence, Bolivian Oropouche virus cases (CIDRAP). The polio virus was found in six wastewater samples collected in Port Sudan, the capital of Red Sea state. The detection comes 14 months after the country reported a cVDPV2 outbreak from an unrelated emergence. Four Oropouche virus cases have been reported from Bolivia, the third country in the Americas to report cases this year.
Migration
- South Sudan – Influx of people (ERCC). A new milestone has been passed in South Sudan, with more than 600,000 people having entered the country fleeing the conflict in Sudan. This represents a daily influx of 1,815 people, 84% of whom arrived via the Joda-Renk border point, in Upper Nile.
