This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Israeli forces kill three Palestinians in West Bank (Reuters). Israeli forces shot dead three Palestinians in two separate incidents in the occupied West Bank on Wednesday, bringing to six the number of Palestinians killed within hours in the Palestinian territory.
- Sudan’s army claims control of national broadcast building (Reuters). Sudan’s army said it had taken control of the state broadcast headquarters from the Rapid Support Forces (RSF) on Tuesday in what would be its most significant advance against its paramilitary rival in nearly 11 months of war.
- After prime minister pledges to step down, uneasy quiet in Haiti capital (Reuters). Uncertainty hung over Haiti’s political future on Tuesday after its prime minister said he would step down, a move welcomed by many Haitians exhausted by months of escalating gang violence, but with questions over security still not settled.
- Syria (UN News). Syria is experiencing a wave of violence not seen in years. Since the start of the Gaza war, tensions have increased between some of the six foreign armies active in Syria, UN Syria commissioners said, notably Israel, Iran and the US – all raising concerns of a wider conflict.
Demonstrations
- Germany: Verdi union calls more airport strikes on Thursday (dw on MSN.com). The Verdi union has told members at several German airports to down tools on Thursday. But the action spares the country’s two busiest hubs. Germany’s trains and planes have been facing near-daily disruptions of late.
Infrastructure
- Food aid for Sudanese refugees in Chad could end next month, WFP says (Reuters). Food aid for hundreds of thousands of Sudanese refugees in Chad, some of whom are close to starvation, will be suspended next month without more funding, the World Food Programme (WFP) said on Tuesday.
- Devastating blast in China’s Hebei kills two, injures 26 (Reuters). A suspected gas leak caused a blast at a restaurant in China’s northern province of Hebei that ripped facades from buildings, damaged cars and scattered debris to kill two people and injure 26, state media and authorities said on Wednesday.
- A 3-story building collapses in central Pakistan, killing 9 people and injuring 2 others (Associated Press)MULTAN, Pakistan (AP) — A three-story residential building collapsed in central Pakistan early Tuesday, leaving nine people dead, authorities said.
- The Nigerian government deployed security forces in the capital, Abuja, in response to food warehouse lootings (Barron). On Tuesday thousands of Nigerians rallied against soaring living costs as the worst economic crisis in a generation leaves many struggling to buy food.
Environment
- Mozambique, Eswatini, South Africa – Tropical cyclone FILIPO (ERCC). Tropical Storm FILIPO made landfall in Mozambique over the Inhassoro City area, northern Ihambane Province in very early morning (UTC) on 12 March, with maximum sustained winds up to 116 km/h.
- Rwanda – Floods (ERCC). Heavy rainfall affected the Gisenyi Sector in the Rubavu District, Western Province, western Rwanda on 9 March, causing floods and resulting in casualties and damage.
- Australia – Flash floods and tropical cyclone EIGHTEEN (ERCC). Over the past few days, heavy rainfall has affected southern Western Australia State causing flash floods and resulting in casualties. According to media, at least seven people are reported missing following the event.
- Argentina – Flood Chaos in Buenos Aires After 130mm of Rain in 24 Hours(Floodlist). Severe storms and heavy flooding have wreaked havoc in the Buenos Aires Metropolitan Area (AMBA), Argentina resulting in significant damage and loss of life.
Health
- China has reported another human infection involving H9N2 avian flu (CIDRAP), the first of 2024, according to a weekly avian flu update from Hong Kong’s Centre for Health Protection.
- Bird flu strain raises alarm as H5N1 virus kills South American wildlife (Reuters). The deadly H5N1 bird flu virus has spread more aggressively than ever before in wild birds and marine mammals since arriving in South America in 2022, raising the risk of it evolving into a bigger threat to humans, according to interviews with eight scientists.
- Level 1 – Global Measles (CDC). Many international destinations are reporting increased numbers of cases of measles. Travelers are at risk of measles if they have not been fully vaccinated two weeks prior to departure or have not had measles in the past and travel internationally to areas where measles is spreading.
