This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries. More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Ireland to intervene in South Africa genocide case against Israel (Reuters). Ireland said on Wednesday it would intervene in South Africa’s genocide case against Israel, in the strongest signal to date of Dublin’s concern about Israeli operations in Gaza since Oct. 7.
- Putin says Russia will not attack NATO, but F-16s will be shot down in Ukraine (Reuters). Russia has no designs on any NATO country and will not attack Poland, the Baltic states or the Czech Republic but if the West supplies F-16 fighters to Ukraine then they will be shot down by Russian forces, President Vladimir Putin said late on Wednesday.
- Philippines ups stakes in China row, vows countermeasures to coastguard ‘attacks’ (Reuters). The Philippines will implement countermeasures against “illegal, coercive, aggressive, and dangerous attacks” by China’s coastguard, President Ferdinand Marcos Jr. said on Thursday, upping the stakes in an escalating row in the South China Sea.
- ‘Currently unsafe to return’ to Belarus, Human Rights Council hears (UN News). With the number of political prisoners growing and a shutdown of civic space, people in Belarus are being deprived of their rights to freedom of expression, assembly and more, a new UN human rights report presented on Wednesday has revealed.
- Gunman opens fire on vehicles in West Bank, wounding three (Reuters). A gunman opened fire on vehicles in the occupied West Bank on Thursday, wounding at least three people, including a 13 year-old boy, emergency services said.
Demonstrations
- Thousands of protesters surround Israeli embassy for fourth consecutive day (Middle East Eye). Mohammed al-Abssi is one of thousands of Jordanians who have been surrounding the Israeli embassy in Amman for the last four days.
Environment
- Madagascar – Tropical cyclone GAMANE (ERCC). Tropical cyclone GAMANE is crossing northern Madagascar weakening, and on 28 March at 0.00 (UTC), its centre was located inland over the Andapa District area, Sava Region with maximum sustained winds of 45 km/h (tropical depression).
- Mexico – Wildfires (ERCC). Several wildfires have been burning across Mexico since 15 March, causing casualties and damage. The major ongoing active fire is across Guerrero and Mexico States, and according to the JRC Global Wildfire Information System (GWIS), this wildfires has burnt an area of approximately 9,100 ha.
- Brazil – Floods and landslides (ERCC). The number of casualties and damage continues to rise, following the heavy rainfall that has been affecting south-eastern Brazil, causing floods and triggering landslides.
Health
- Level 2 – Yellow Fever in Nigeria (CDC). Yellow fever cases remain elevated in Nigeria, after an outbreak was first reported in November 2020. Travelers to Nigeria should take steps to prevent yellow fever by getting vaccinated at least 10 days before travel and taking steps to prevent mosquito bites.
