This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.

Security
- Lebanon (CNN). Over the past week, the UN has said that the Israeli military has shot at troops from UNIFIL – the UN peacekeeping mission – and forcibly entered its bases in southern Lebanon. Israel has accused Hezbollah of operating in areas near UNIFIL posts.
- Gunmen kill 21 coal miners in troubled southwestern Pakistan (Reuters) – Dozens of attackers armed with guns, rockets and hand grenades stormed a cluster of small private coal mines in southwestern Pakistan on Friday, slaying some miners in their sleep and shooting others after lining them up, killing at least 21 in the restive region, police said.
- Kenya to send more police to Haiti after new gang attacks (Reuters) – Kenya will send 600 more police officers to Haiti next month to bolster an international anti-gang mission, President William Ruto said on Friday during a visit by the Haitian prime minister intended to speed up deployments to the force. At least 10 countries have promised to send a total of about 2,900 troops to participate in the Kenyan-led Multinational Security Support (MSS).
Demonstrations
- Transport strike cripples Peruvian cities as crime rates soar (Reuters) – Schools across Lima are closed, armed forces are transporting citizens and the government asked employers to encourage remote work as public transit companies began a strike on Thursday to demand more action against rising crime and extortion.
- One killed as protests over high cost of living in Martinique turn violent (AP News) – Protests over the high cost of living in the French Caribbean island of Martinique turned violent late Wednesday, with at least one person killed as demonstrators set fire to a police station, cars and road barricades as they clashed with officers. It was one of the most violent nights yet since protests began more than a month ago, with the government issuing a statement asserting that no police officers used their weapons and that the killing was under investigation.
Environment
- Sri Lanka – Severe weather and floods (ERCC) – As of 14 October, three people died, both in Western province and two others have been injured. Moreover, almost 7,000 people have been sheltered, 134,484 have been affected, and 241 houses have been damaged. National authorities are providing emergency assistance and relief assistance for those affected.
- Indonesia – Floods (ERCC) – On 12-13 October, heavy rainfall hit several parts of Sumatra that caused widespread floods and resulted in damage. More than 7,500 people have been affected as well as 665 houses in Aceh province while more than 2,000 people have been affected in North Sumatra province.
- Philippines – Floods (ERCC) – On 12 October, the northern parts of Nueva Ecija province, Central Luzon region, northern Philippines experienced heavy rainfall which caused the overflow of the Labong river in the area of Licab municipality, resulting in damage. According to the ASEAN Disaster Information Network, almost 5,000 people have been affected across the barangays of Aquino, Poblacion Sur, San Cristobal, San Juan and Tabing-ilog
Health
- Zambia – Disease outbreak (ERCC) – On 10 October, Zambia’s Ministry of Health issued a statement confirming the country’s first Mpox case involving a 32-year-old Tanzanian man who presented symptoms at Mukando Health Post in Chitambo District. The patient had travelled from Tanzania in September and reached Central Province in October. Blood samples collected on 5 October tested positive for Mpox on 8 October, and he is currently receiving outpatient treatment.
