This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.

Security
- Israel kills at least 50 in Gaza, forces encircle northern Jabalia (Reuters) – Israeli military strikes killed at least 50 Palestinians across the Gaza Strip as Israeli forces tightened their squeeze around Jabalia in the north of the enclave on Tuesday, amid fierce battles with Hamas-led fighters.
- Lebanon crisis: UN human rights office calls for probe into Israeli strike (UN News) – With no let-up to the ongoing Israel-Lebanon conflict, the UN human rights office on Tuesday called for an independent probe into an Israeli airstrike that hit an apartment block in northern Lebanon a day earlier that left a reported 22 dead.
- Haiti – Civilians’ killings prompt forced displacement (ERCC) – On 3, 8 and 10 of October at least 159 persons were killed and 360 injured, including women and children, in a series of attacks on civilians by criminal armed groups seeking to expand their control over key areas (Port-Sonde, Arcahaie) in lower Artibonite region, north of Port-au-Prince. Some 11,500 people sought refuge in neighboring communities or are now sheltered in nine temporary sites.
Demonstrations
- Planned nuclear plant in a Kenyan top tourist hub and home to endangered species sparks protest (AP News) – Dozens rallied against a proposal to build Kenya’s first nuclear power plant in one of the country’s top coastal tourist hubs which also houses a forest on the tentative list of the UNESCO World Heritage site. Kilifi County is renowned for its pristine sandy beaches where hotels and beach bars line the 165-mile-long coast and visitors boat and snorkel around coral reefs or bird watch in Arabuko Sokoke forest, a significant natural habitat for the conservation of rare and endangered species, according to the U.N. organization.
Infrastructure
- EU Delays Entry/Exit System Launch Again, November 10 No Longer on the Table (Schengen News) – European Union has decided to delay once again the implementation of the Entry/Exit System (EES), which was set for November 10 of this year. She further noted that this date is no longer being considered as Germany, France, and the Netherlands have expressed their unreadiness. The three countries have said that their border computer systems cannot be ready in time.
Environment
- Indonesia – Volcanic eruption (ERCC) – Lewotobi Laki-laki volcano, located in East Flores regency, East Nusa Tenggara province is increasing its activity. On 12 October, two major explosions were reported and the ash column reached 1 km above the summit of the crater. The activity is still ongoing. Following this volcanic events, the ash fall reached the two sub-districts in East Flores regency and one sub-district in Sikka regency.
Health
- Zimbabwe – Disease outbreak (ERCC) – On 13 October, The Ministry of Health and Child Care of Zimbabwe confirmed the first two Mpox cases in the country, located in Harare and Mberengwa. One case is an 11-year-old child who is known to have travelled to South Africa in September, while the second case recently came back from Tanzania. Both cases are reported to be stable.
- France raises bird flu risk level (Reuters) – France has raised its risk level of bird flu to ‘moderate’ from ‘negligible’, it said in a decree published in the official journal on Tuesday, a move that will reinforce security measures around poultry farms. The ministry said the change in status was linked to a rise in the number of cases of highly pathogenic avian influenza in several neighbouring countries, raising the possibility of migratory birds passing on the virus while passing through France.
- More Marburg vaccine arrives in Rwanda as outbreak numbers slow (CIDRAP) – In updates over the past 3 days, Rwanda’s health ministry reported one new case and another death, raising the outbreak total to 62 infections, 15 of them fatal. Twenty six people have now recovered from their illnesses. Rwanda declared the Marburg outbreak, the country’s first, on September 27. Most cases are linked to two hospital clusters in Kigali.
