Security 

• Ukraine hits Russia with US ATACMS missiles for first time on war’s 1,000th day (Reuters) – Ukraine used U.S. ATACMS missiles to strike Russian territory on Tuesday, taking advantage of newly granted permission from the outgoing Biden administration on the war’s 1,000th day. Russia said its forces shot down five of six of the missiles, which were fired at a military facility in the Bryansk region. Debris of one hit the facility, starting a fire that was swiftly put out and caused no casualties or damage, it said. 
• Car rams into students outside China primary school, hurting several people (Reuters) – A driver in an SUV ploughed into students and pedestrians outside a primary school in southern China on Tuesday, leaving several people injured, state media said, as worries spread over a spate of violent attacks in the country in the past week. CCTV and other state media reported that the SUV hit people outside a primary school in Changde city in Hunan province as students were coming in for the day. 
• Jailing of 45 Hong Kong democrats in landmark trial draws criticism (Reuters) – Hong Kong’s High Court on Tuesday jailed 45 pro-democracy activists for up to 10 years following a landmark national security trial that has damaged the city’s once feisty democracy movement and drawn criticism from the U.S. and other countries. A total of 47 pro-democracy activists were arrested and charged in 2021 with conspiracy to commit subversion under a Beijing-imposed national security law which carried sentences of up to life in prison. 

Environment 

• Philippines, China, Viet Nam – Tropical cyclone MAN-YI, update (ERCC) – On 19 November at 0.00 UTC, its center was located over the sea approximately 360 km east of Hainan island, south-eastern China, with maximum sustained winds of 74 km/h (tropical storm). The National Disaster Risk Reduction and Management Council reports 25 injured people, almost 620,000 displaced people and more than 1.8 million affected people. Moreover, according to media, a landslide occurred on 18 November in Ambaguio town, Nueva Vizcaya province, Cagayan Valley region and resulted in seven fatalities and two injured people. 
• Lula urges G20 leaders to move faster on net zero climate targets (Reuters) – Brazilian President Luiz Inacio Lula da Silva on Tuesday urged leaders of the Group of 20 major economies to accelerate their national climate targets, calling on them to reach net zero climate emissions five to 10 years ahead of schedule. Opening the last session of the G20 summit in Rio de Janeiro, Lula suggested countries bring forward their targets to reach climate neutrality by 2040 or 2045, instead of 2050 as Brazil and many others have pledged. 

Health 

• Measles cases surge worldwide, infecting 10.3 million (CDC) – Worldwide, there were an estimated 10.3 million cases of measles in 2023, a 20% increase from 2022. Measles is preventable with two doses of the measles vaccine; yet more than 22 million children missed their first dose of the measles vaccine in 2023. Globally, an estimated 83% of children received their first dose of measles vaccine last year, while only 74% received the recommended second dose. 
• Global diabetes epidemic reaches critical levels with 800 million cases (UN News) – The analysis revealed a doubling of diabetes cases from seven to 14 per cent between 1990 and 2022 with nearly 450 million adults – 60 per cent of those affected – remaining untreated. This emergency particularly impacts low- and middle-income countries (LMICs) where 90% of untreated cases are located.
