This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- The U.S. Embassy in Kinshasa alerts U.S. citizens that, as seen in previous periods of unrest, protestors may target foreigners living in Kinshasa and other major cities, diplomats, and employees of international organizations and their vehicles. The Embassy advises U.S. Citizens to keep a low profile and limit their movements.
- 4 Pakistani troops are killed while responding to an attack on aid trucks in the restive northwest (AP News) – Militants in Pakistan overnight ambushed security forces who were responding to an attack on aid trucks in the country’s troubled northwest, and four soldiers were killed, officials said Tuesday.
- Villagers killed execution-style in Sudan (BBC) – More than 200 unarmed civilians have been killed in a cluster of villages in Sudan over three days by the paramilitary Rapid Support Forces (RSF) that is involved in a brutal conflict with the military, a local rights group has said.
- Turkey detains 282 suspects in a dayslong operation against Kurdish insurgents (AP News) – The suspects were detained across 51 of the country’s 81 provinces, the minister said on the social media platform X. Cumhuriyet newspaper and other media reported that those arrested include members of small, left-wing parties, an artist and at least three journalists.
- Israel kills Hamas official in southern Lebanon (Reuters) – Israel killed on Monday a Hamas leader in southern Lebanon’s Sidon area, the Israeli military and a Hamas official said. The military said Muhammad Shaheen was the head of the operations department of Hamas in Lebanon and that he had recently been involved in promoting “terrorist plots” with Iranian direction and funding from Lebanese territory against Israeli citizens.
- Russia hardens demands as it holds first talks with US and without Ukraine (Reuters) – The United States and Russia said on Tuesday they had agreed to press ahead with efforts to end the war in Ukraine after holding talks in the Saudi capital at which Kyiv was not represented.
Infrastructure
- 10 killed, 8 injured in Cairo building collapse (Gulf News) – A building collapse in the Egyptian capital killed 10 people and injured eight more on Monday, with several others believed to be missing under the rubble, state media reported.
- US funding pause impedes mpox response in DR Congo (CIDRAP). In a weekly briefing yesterday, officials from Africa Centres for Disease Control and Prevention (Africa CDC) said they are starting to see significant impairment in response operations in the Democratic Republic of the Congo (DRC), specifically a disruption in the transport of samples from suspected cases to labs within and between provinces.
Environment
- Indonesia – Floods (ERCC) – Parts of Indonesia continue to experience heavy rainfall that has caused floods and damage. Almost 2,400 people have been affected in Pasuruan City, East Java province as well as 867 houses. Additionally, in Bima city, Sumbawa island, West Nusa Tenggara province almost 700 people have been affected, one house has been totally damaged and 169 have been affected.
- Philippines – Severe weather and floods (ERCC) – Heavy rainfall caused by the the Intertropical Convergence Zone and Shear Line has been affecting central and southern Philippines. As of 18 February, total of 13,394 displaced people in MIMAROPA, Bicol, Central Visayas, SOCCSKSARGEN regions and Zamboanga Peninsula, approximately 265,500 affected people, and 218 damaged houses in Bicol, Central, Eastern and Western Visayas.
- Madagascar – Floods (ERCC) – Heavy rainfall has been affecting central Madagascar, in particular the Antananarivo city area, since 15 February, causing flooding and river overflow that has resulted in affected populations and damage. As of 16 February, a total of 2,936 displaced people in five evacuation centres, 3,688 that have been affected, and 720 houses that have been damaged by the rising waters of the Sisaony river.
- Ecuador – Landslide (ERCC) – A landslide, triggered by recent heavy rainfall, occurred in the Portoviejo town area, Manabí province, western Ecuador, resulting in casualties and damage. According to media, three people died, another was injured and a house was buried by the event.
Humanitarian
- Children reportedly killed in summary executions by M23 fighters (UN News) – The humanitarian emergency in eastern Democratic Republic of the Congo (DRC) has deteriorated sharply with serious human rights violations and abuses, including reported summary executions of children and generalized sexual violence.
