This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Somalia: presidential convoy targeted by al-Shabab bomb attack, president unharmed (Africa News) – According to various eyewitness accounts, the explosion could have left as many as three people dead, although no official information on casualties has been released. Government sources however confirmed that the president was unharmed and headed to Middle Shabelle in southern Somalia to oversee military operations against al-Shabab.
- Peru – Violence and state of emergency in Lima-Callao (ERCC) – Authorities are enabled to restrict some rights, including freedom of assembly and movement. Apart from the attack against the popular singer, on 15 March, an object exploded at a restaurant in the capital, injuring at least 11 people. Peru is facing an increase in killings, violent extortion and attacks on public places. In the first 11 days of January, 60 killings were registered, and for the first six weeks of the year the death toll stands at 459 violent killings.
- Russia, Ukraine trade accusations of violating deal not to target energy infrastructure (France24) – Russia and Ukraine accused each other on Wednesday of launching air attacks that sparked fires and damaged infrastructure just hours after their leaders agreed to a limited ceasefire to halt attacks on energy infrastructure. The US announced that fresh talks on a more lasting truce will take place in Saudi Arabia on Sunday.
- Israeli strikes kill 20, Palestinian medics say, as military orders evacuations (Arab News) – A foreign national was killed and four others were wounded in an Israeli airstrike on the site of a United Nations headquarters in central Gaza City on Wednesday.
- Istanbul mayor and Erdogan rival arrested in major crackdown (BBC) – The mayor of Istanbul has been detained as part of a Turkish corruption investigation – just days before he was due to be selected as a presidential candidate.
- The US launched airstrikes on multiple targets across Yemen overnight (Reuters), including Saada province, which Yemeni sources say is a long-time hideout for Houthi leaders, and the Red Sea port city of Hodeidah, Houthi media reported.
Environment
- Mozambique, Malawi, Madagascar – Tropical cyclone JUDE (ERCC) – As of 18 March, 16 fatalities, one missing, 135 injured people, nearly 385,000 affected presons and more than 88,000 damaged houses across Mozambique. In Madagascar, the same sources report one fatality, one injured, more than 10,500 displaced people, over 15,000 affected people, and nearly 4,000 damaged houses. In Malawi, three missing, around 4,900 displaced people, and approximately 20,650 affected people were reported.
- China – Landslide (ERCC) – A landslide triggered by continuous heavy rainfall occurred on 18 March near a river in Lumadeng Township, Fugong County, in the Lisu Autonomous Prefecture of Nujiang, Yunnan Province, southwest China, resulting in casualties. As of 18 March, media reports indicated one fatality, with four people still missing and one injured person. According to the same media sources, search and rescue efforts are ongoing.
- Ecuador – Severe weather, floods and landslides (ERCC) – As of 19 March, the National Secretariat of Risk Management (SGR) reports 20 fatalities, 6 missing, 95 injured, 306 evacuated people, and a total of 108,227 people affected. In addition, 29,984 houses were damaged, including 138 that have been destroyed. On 18 March, the Copernicus Emergency Management Service was activated in rapid-mapping mode to provide damage assessment in the affected areas.
Health
- CDC issues alert about ongoing dengue threat (CIDRAP) – The US Centers for Disease Control and Prevention (CDC) today issued a Health Alert Network notice to healthcare providers and the public about the ongoing risk of dengue virus infections, with levels remaining high in some US territories and surges still under way in other countries, especially in the Americas region.
