World Status Report

This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Russia fired missiles and drones into the Ukrainian-held southern town of Mykolaiv, destroying an apartment block (Reuters), and said the war was trending towards “uncontrolled escalation” in a flurry of telephone calls to Western defense ministers.
- The Humanitarian Response Plan (HRP) for Somalia was updated to reflect the worsening humanitarian situation and rising needs in the country (ERCC). In October 2022, over 7.8 million people are affected by drought as well as by ongoing military operations in country, more than double the number of those affected at the beginning of the year. Displacement has increased threefold since the beginning of the year.
- In eastern Democratic Republic of Congo, intensified conflict between the Congolese army and non-state armed actor “M23” in Rutshuru territory in North Kivu province has displaced approx. 23,000 people since 20 October 2022. In total, almost 400,000 people are now displaced in Rutshuru. Many thousands have fled across the border into Uganda.
- Criminal gangs have been blocking access to the main fuel terminal in the capital Port-au-Prince, bringing critical services to a standstill, as Haiti grapples with a widening cholera epidemic, amid political and economic meltdown (UN News). The UN Security Council on Friday unanimously approved a sanctions regime for Haiti, targeting gang leaders and those who finance them, in the hope of easing months of violence and lawlessness which has fueled a major humanitarian crisis.
- Multiple dead and dozens injured following militant attack in Somalia (France 24 on MSN.com). A car bomb and shooting attack on a hotel in the Somali city of Kismayu killed nine people on Sunday before security forces ended the siege at the hotel and killed the attackers, a regional official said.
- Myanmar military air raid kills 60 in Kachin state: Sources (Al Jazeera). At least 60 people have been killed, including well-known artists and musicians, in an aerial attack on a concert in Kachin state by Myanmar’s military, sources have told Al Jazeera.
- HRW says Qatar has detained and mistreated LGBT people ahead of World Cup (Reuters). Security forces in Qatar arbitrarily arrested and abused LGBT Qataris as recently as last month, Human Rights Watch (HRW) said on Monday, in the run-up to hosting soccer’s World Cup which has put a spotlight on human rights issues in the Gulf Arab state.
Demonstrations
- In Chad thousands took to the streets in the capital, N’Djamena, and other cities on Thursday, to protest the 24-month extension of the transition to civilian rule (UN News). Reports indicate that some 50 people were killed, including a journalist, nearly 300 were injured, and at least 500 people were arrested.
- Bolivian strike over census delay paralyzes agriculture export hub (Reuters). Thousands of people in Bolivia launched an indefinite strike on Saturday in the lowland city of Santa Cruz, a major agriculture export hub, to protest the postponement of a population and housing census which delays access to more economic resources.
Natural Disasters
- Since June, heavy rainfall has affected several parts of Niger, causing floods and resulting in casualties (ERCC). The most impacted Regions include the Maradi and Zinder (central Niger), Dosso (southwestern Niger) and Tahoua (western Niger) and Diffa (river Komadougou flooding).
- The passage of Hurricane ROSLYN on 23 October over north-western and northern Mexico caused floods, landslides, and a number of strong wind-related events (ERCC), which resulted in fatalities and damage.
- Heavy rainfall has affected several Municipalities of Cesar Department in northern Colombia (particularly Bosconia Municipality) on 22-23 October (ERCC), leading to casualties and damage.
- Heavy rainfall continues to affect central Indonesia (in particular the Bali Island) since the first week of October (ERCC), causing floods and triggering landslides that have resulted in casualties and damage.
- The right to life, food, development, self-determination, water and sanitation, and adequate housing, is being denied to millions of people because of climate change (UN News), the first UN Special Rapporteur on the Protection of Human Rights in the context of Climate Change, has told the General Assembly in his first formal report to the body.
Health
- As of 18 October, the Ministry of Health of Haiti reported 23 in hospital deaths, 111 confirmed cases, and 725 suspected cases of cholera, including 188 hospitalized cases (ERCC).
- Vietnam reports first avian flu infection in 8 years. A 5-year-old girl in northern Vietnam tested positive for H5 and is seriously ill.
Ebola
- Uganda has reported nine more Ebola cases in the capital Kampala, bringing the total number of known infections to 14 in the last two days (Reuters). The outbreak began in September in a rural part of central Uganda. It spread earlier this month to Kampala, a city of more than 1.6 million people.
- As of 22 October, the Ministry of Health reports 75 Ebola Virus Disease (EVD) confirmed cases in 7 districts (ERCC): Mubende (59), Kassanda (5), Kagadi (1), Bunyangabu (1), Kyegegwa (3), Wakiso (1) and Kampala (5). There are 29 EVD confirmed deaths, 27 recoveries and 11 healthcare workers infections, with 4 deaths.
- Uganda’s Ebola cases rise amid concern over undetected spread (CIDRAP). Initial reports indicate the most recent cases were not among known contacts.
