This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Since 22 October, over 12,000 refugees arrived in Uganda through the Bunagana border point in Kisoro district (ERCC). This followed the resumption of hostilities between M23 and FARDC forces in Democratic Republic of Congo (DRC).
- UN human right’s experts called for accountability in Sudan over the year-long brutal crackdown on peaceful protests against the October 2021 military coup (UN News). “Over the past year, we have received continued reports of protestors being killed, forcibly disappeared, injured, tortured and subjected to sexual and gender-based violence.” the experts said.
- Like US, UK warns citizens over possible attack in Abuja, Nigeria (Vanguard). Following reports by the US Embassy that there is an elevated risk of terror attacks in Nigeria, the United Kingdom has warned its citizens to stay alert.
- UN envoy: Myanmar crisis deepens, taking ‘catastrophic toll’ (AP News). The U.N. special envoy for Myanmar warned Tuesday that the political, human rights and humanitarian crisis in the military-ruled Southeast Asian nation is deepening and taking “a catastrophic toll on the people.”
- Egypt shuts down event spaces on first Monday of Cop27 in blow to NGOs (The Guardian). Groups say cancellations could restrict debate as host country tightens security for opening days.
- UN: Syria facing acute violence and worst economic crisis (The Associated Press on MSN.com). Syria is facing “acute violence,” the worst economic crisis since the war began in 2011, and a rapidly spreading cholera outbreak with more than 24,000 suspected cases reported throughout the country and at least 80 deaths
Demonstrations
- Bosnia: Thousands protest recount of vote in Serb-run region (SFGate). Tens of thousands of people rallied in Bosnia Tuesday to demand that electoral authorities end a recount of ballots from a contested general election this month and confirm a staunchly pro-Russian politician as president of the country’s Serb-run part.
Natural Disasters
- Heavy rainfall and strong wind have been affecting the Java Island (particularly West Java and East Java Provinces) since 23 October (ERCC), triggering landslides, causing floods, rivers overflow (in particular Cibeet and Cidawolong Rivers) and strong wind-related incidents that have resulted in casualties and damage.
- Very heavy rainfall strong winds and thunderstorms have been affecting northern Venezuela over the past few days (ERCC), triggering landslides, causing floods, rivers overflow and severe weather-related incidents (in particular due to lightning and strong wind) that have resulted in casualties and damage. The most affected States are Sucre, Zulia, Carabobo, Miranda, Aragua, La Guaira, Guárico, Anzoátegui, Monagas, Delta Amacuro, and the Capital Caracas.
- Residents afraid to return home as aftershocks rock Philippines (The Bangkok Post). Residents were too afraid to return to their homes as aftershocks rocked a blacked-out northern Philippines Wednesday, hours after a strong earthquake injured at least 26 people and damaged schools, churches and other buildings.
Health
- The cholera outbreak in Lebanon is evolving at an alarming rate (ERCC). As of 25 October, there are 803 cases (suspected and confirmed) and 11 associated deaths. 305 of these case have been identified in the past 24 hours. Hospital infrastructure and human resources are struggling to handle the patient flow.
- The cholera outbreak has spread over most of Malawi (ERCC). 26 out of 28 districts have now confirmed cholera cases and 24 districts have reported active cases in the last 24 days. A total of 5,285 cases are reported at 23 October, including 163 deaths for a Case Fatality Rate of 3.1%.
- WHO identifies life-threatening fungal pathogens (CIDRAP). Despite limited data, new WHO report highlights 19 fungi that represent the greatest threat to public health because of their ability to cause severe invasive infections and their growing resistance to antifungal drugs.
Covid
- COVID hospital patients at higher risk of cardiac events, data suggest (CIDRAP). COVID patients discharged from the hospital were at about 21 times the risk of heart failure and 17 times the risk of a stroke.
