This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Russian missiles batter Ukraine, but Bakhmut offensive seen stalling (Reuters on MSN.com). Russian drones attacked Ukrainian cities and missiles blasted an apartment block, but a months-long ground assault on the eastern town of Bakhmut could be stalling in the face of fierce resistance, according to Ukrainian and British military experts.
- Shining Path on the Offensive in Peru, Again (InSight Crime). A dozen people are dead in Peru since February amid escalating violence involving the Shining Path guerrilla group.
Demonstrations
- Paris Charles de Gaulle Airport blocked amid ‘Black Thursday’ protests (London Evening Standard). Militant trade unionists closed down approach roads to Charles de Gaulle airport in Paris. “It is absolute pandemonium here,” said a would-be air passenger.
- Israel passes law protecting Netanyahu as protests continue (AP). Israel’s parliament on Thursday passed the first of several laws that make up its contentious judicial overhaul as protesters opposing the changes staged another day of demonstrations aimed at raising alarm over what they see as the country’s descent toward autocracy.
Natural Disasters
- Heavy rainfall continued to affect north-eastern Brazil over the last week (ERCC), in particular Ceara, Maranhao, Para, Pernambuco, and Piau States, causing floods and triggering landslides that have resulted in casualties and damage.
- Peru continues to experience heavy rainfall across several Departments since January 2023 (ERCC), causing floods, triggering landslides and leading to casualties and damage.
- Heavy rainfall, strong winds and thunderstorms have been affecting central California in the United States since 21 March (ERCC), in particular the San Francisco Bay Area, causing floods and a number of severe weather-related incidents, particularly due to the strong wind, that have resulted in casualties and damage.
Health
- Tanzania confirmed its first-ever cases of Marburg Virus Disease (UN News) after conducting laboratory tests in the country’s northwest Kagera region, the World Health Organization (WHO) said in a statement on Wednesday. Five of the eight confirmed cases have died, including a health worker, and the remaining three are being treated. The agency also identified 161 contacts of those infected, who are currently being monitored.
- Wildlife officials in Texas yesterday announced the state’s first H5N1 avian influenza detection in a mammal, a striped skunk found in Carson County, located just east of Amarillo (CIDRAP). Skunks infected with H5N1 have been detected in several other states, along with other several other mammal species, including mountain lions, raccoons, bears, and bobcats.

- Ramadan begins in Mideast amid high costs, hopes for peace (AP). The first daily fast of the Islamic holy month of Ramadan began Thursday, as hundreds of millions of Muslims worldwide enter a four-week period of worship.
