This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- On 10 April, in the Ménaka region in northern Mali, a Non State Armed Group raided the localities of Inkadewane and Tidermene (ERCC), the toll of the attacks is not yet known but with at least 3 deaths among civilians. Humanitarian access is temporarily restricted for reasons of security. The same day in the region of Timbuktu, circle of Gourma Rharous, five people were killed and shops were set on fire during a major military operation. As a result of these violent events, people are fleeing to the urban centres of Ménaka, Kidal and Gao where arrivals are almost daily.
- On 9 April, five civilians were killed and two injured in the explosion of an IED in Mali (ERCC). In 2023, already 36 people were killed and 80 people injured by the explosions of IEDs mainly in the regions of Mopti and Ségou, 42% of the victims are civilians.
- Conflict in eastern Congo forces thousands of schools to close (Reuters). Since January 2022, some 2,100 schools in eastern Congo have had to close because of armed conflict, according to UNICEF.
- Gun battles erupt in Ethiopia as PM axes Amhara region’s security force (The Guardian). Gun battles and mass protests have engulfed parts of Amhara, Ethiopia’s second-biggest region, after a move to centralise the regional security forces of the country’s 11 states.
- Hunt for gunmen who killed nine port workers (BBC). Police in Ecuador are searching for a group of around 30 gunmen who killed nine men working at the fishing port of Esmeraldas on Tuesday. The heavily armed gunmen arrived both by sea and by land and appeared to fire on the workers indiscriminately.
- Mexican tourist killed in Mexican resort of Tulum (AP News). A Mexican tourist has been shot to death in the Caribbean coast resort of Tulum in a dramatic robbery at a U.S. chain coffee shop, prosecutors and police said Tuesday. The tourist apparently refused to hand over an expensive watch he was wearing, and was shot by the robbers.
Natural Disasters
- On 10 April Shiveluch volcano, located in the eastern Kamchatka Peninsula in Russia (ERCC), started its activity with an explosive eruption and the ash plume reached up to 20 km above sea level, spewing out an ash cloud over an area of 108,000 square kilometres. A RED aviation colour code is in effect.
- Heavy rainfall has been affecting the far southern Israel in particular the Southern Negev Region over the past 48 hours (ERCC), causing river overflows and flash floods that have resulted in casualties and damage.
- Over the past week, more than 64 municipalities in the State of Maranhão in north-eastern Brazil (ERCC) have been affected by the heavy rainfall that resulted in casualties and damage.
- Over the past few days, heavy rainfall continues to hit several Departments of Peru (ERCC), causing floods, landslides and severe weather-related incidents that resulted in an increasing number of fatalities and affected people.
Health
- Equatorial Guinea reports another Marburg virus case (CIDRAP). The outbreak has now grown to 15 confirmed infections, 11 of which have proved deadly.
