This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Burkina Faso – Escalation of violence and increased fighting (ERCC). On 26 June 2023, a supply convoy escorted by military units was attacked in Namsiguia in Centre North region on its way back from Djibo, a city under blockade for more than a year. The violent fighting caused the death of at least 31 military and 3 “Volontaires de la Patrie” (army civilian auxiliaries). The proliferation of such attacks and of areas under blockade in the regions Sahel, Nord and East requires particular attention as they imply a total or partial suspension of movements and supplies to resident populations.
- Wagner mercenaries have entirely captured Central African Republic, The Sentry report finds (Daily Maverick on MSN.com). Wagner mercenaries are committing widespread atrocities including murder, rape and torture against civilians in the war-torn state, says a new report.
- France beefs up security amid unrest sparked by fatal police shooting of 17-year-old (LA Times). France heightened security around Paris and other cities amid scattered violence over the police shooting death of a 17-year-old delivery driver.
- Some 5,000 people affected by fighting in Colombia’s southwest, government says (Reuters). Combat between three Colombian armed groups in the country’s southwest has forced some 5,000 people either to flee or take refuge from the fighting, the government’s high peace commission said on Tuesday.
- Armed group in Mexico kidnaps 14 security ministry staff (Reuters). Security forces in the southern Mexican state of Chiapas were searching on Tuesday for 14 state security ministry employees kidnapped by members of an armed group earlier in the day, authorities said.
- A Russian strike on a popular pizza restaurant in the eastern city of Kramatorsk killed at least ten people (AP)and wounded at least sixty-one, Ukraine’s National Police said.
Demonstrations
- Protesters armed with fireworks clashed with riot police in a Paris suburb (Reuters) after a 17-year-old was shot dead by police during a traffic stop and prosecutors opened a homicide investigation.
Infrastructure
- ‘How would you survive?’: Desperation grows in Iraq water crisis (Al Jazeera). Parched communities, once displaced by the ravages of ISIL, can barely survive the decimation of their water supplies.
- Afghanistan’s rural health system is deteriorating (WaPo) amid a prolonged economic crisis, causing patients to overwhelm hospitals. The surge in patients also comes as Western donors are increasingly hesitant to send aid to Afghanistan.
Natural Disasters
- Philippines – Floods (ERCC). Widespread floods caused by heavy rainfall affected three cities in south-central Mindanao Island over the past few days, resulting in evacuations.
- USA – Wildfires (ERCC). Since 27 June, two wildfires have been burning in the Counties of San Bernardino and Riverside in southern California State, leading to damage and evacuations. The wildfire in San Bernardino County (Nice Fire) has an extension of about 40 ha while the fire in Riverside County (Juniper Fire) is 22 ha wide.
- China – Landslides (ERCC). Heavy rainfall has been affecting south-western China, particularly the Sichuan Province over the past 24 hours, triggering landslides and mudslides that have resulted in casualties and damage.
- India – Flash flood in Himachal Pradesh (ERCC). A landslide triggered by a heavy downpour in the Mandi district in State Himachal Pradesh trapped more than 200 tourists on National Highway 21, and a cloudburst-caused flash flood hit the districts Solan and Hamirpur at the same time in Himachal Pradesh.
Health
- While no longer a global emergency (UN News), COVID-19’s lasting effects alongside such other threats as mpox and seasonal heat waves may challenge Europe through the summer months, the head of the World Health Organization (WHO) regional office warned on Tuesday.
Humanitarian
- Yemen – Malnutrition and health crisis (ERCC). DG ECHO partners have reported increased malnutrition admissions in several governorates since the beginning of 2023 with further increase projected for the peak season in June-September. The crisis is driven and exacerbated by multiple factors, such as deepening food insecurity, insufficient primary health care services, disease outbreaks linked to low vaccination coverage, and diminishing humanitarian funding.
