This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Burkina Faso – Killing of civilians, forced displacements (ERCC). On 25 July 2023, Didro, a locality in the commune of Guéguéré (province of Ioba in the South-West region), was attacked by a non-state armed group. At least ten civilians were killed, three seriously injured and mobile phone antennas set on fire. Some residents have left the locality.
- The UN Secretary-General on Thursday demanded the release of Niger’s President Mohamed Bazoum “immediately and unconditionally” (UN News), as military officers continue to hold the democratically-elected leader captive after declaring a coup. According to news reports, the attempted coup does not have the backing of the entire military, but the head of the army has announced that he supports the move.
- Suspected ISWAP Militants Kill 25 in Nigeria’s Borno State, Residents Say (U.S. News & World Report). Borno state is at the heart of a 14-year Islamist insurgency in Nigeria, which has spilled into neighbouring Chad and Cameroon. The conflict was launched by Boko Haram and later joined by its offshoot ISWAP, a regional affiliate of the Islamic state.
Natural Disasters
- Greece – Wildfires, update (ERCC). 61 forest fires occurred in the last 24 hours, with the most concerning still in Rhodes, Corfu and Evia islands.
- Tunisia – Wildfires (ERCC). Several simultaneous wildfires have recorded near the town of Tabarka in the North West of Tunisia, since 24 July.
- Portugal – Wildfires (ERCC). On 25-26 July, one wildfire has been affecting the Sintra-Cascais Natural Park in Alcabideche locality, Cascais Municipality, Lisbon District, south-western Portugal, resulting in casualties. The wildfire is approximately 180 hectares. The wildfire has been contained on the night of 26 July.
- Italy – Wildfires, update (ERCC). According to the Italian Civil Protection, as of 26 July, in the past 24 hours 22 new wildfires have affected southern and central Italy (in particular Sicily, Calabria, Sardinia, Puglia, Abruzzo and Lazio Regions) resulting in further evacuations and damage.
- Uganda – Cholera Outbreak (ERCC). On 24 July, the Public Health Emergency Operation Centre (PHOEC) notified Minister of Health (MoH) of a confirmed cholera outbreak in Namayingo District, close to the Kenyan border.
- Climate change impacts are increasing in Asia, which is warming faster than the global average (UN News), the World Meteorological Office (WMO) said in a new report published on Thursday. Melting ice and glaciers and rising sea levels threaten more socio-economic disruption in future, according to the agency’s latest State of the Climate report for the region.
Health
- H5N1 avian flu strikes more fur farms and other mammals in Europe (CIDRAP). As Finland reported more fur farm outbreaks, Norway reported H5N1 in a fox and Germany detected the virus in a seal.
- Bangladesh fears record high death toll from dengue outbreak (Reuters). Dengue is spreading rapidly through densely populated Bangladesh this rainy season, raising fears that the mosquito-borne disease could result in a record number of deaths and infections for the second consecutive year.
