This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.

Security
- Biden administration formally designates military takeover in Niger as a coup (CNN on MSN.com). The Biden administration on Tuesday formally declared that the military takeover in Niger was a coup – a determination that will keep a significant amount of US military and foreign assistance to the West African nation on hold.
- Israel-Palestine: Rising death and displacement, including among UN staff (UN News). The death toll in Israel from attacks by Palestinian armed groups, and in Gaza due to Israeli bombardments has continued to rise, with mass displacement soaring across the enclave, the UN humanitarian affairs coordination office, OCHA, said on Wednesday.
- Israeli shelling hits south Lebanon after Hezbollah rocket fire (Reuters). Israeli shelling hit southern Lebanese towns on Wednesday in response to a fresh rocket attack by powerful armed group Hezbollah, as cross-border violence extended into a fourth day.
- Social Leaders in Cauca, Colombia Face Down Threats From Crime Groups (Insight Crime). The number of leaders murdered in Cauca, Colombia shows that their work is an obstacle for armed groups seeking to consolidate control in one of the most strategic territories for organized crime in the country.
- Journalist Cheng Lei arrived home in Australia after having been detained in China for more than three years (ABC) on charges of “supplying state secrets overseas,” which she denied. Beijing said that she was released after having served her sentence.
Demonstrations
- Australia police says pro-Palestinian protest plans ‘unauthorised’ (Reuters on MSN.com). Australian police said on Wednesday a pro-Palestinian protest scheduled for the weekend in Sydney will be an “unauthorised” activity, and it would set up a task force after reports of alleged anti-Semitism in a rally earlier this week
- Guatemalan police begin clearing protesters’ roadblocks after president threatens a crackdown (AP News). Riot police began efforts Tuesday to clear roadblocks by protesters that have paralyzed parts of Guatemala for more than a week, just hours after President Alejandro Giammattei vowed to clear the country’s roadways.
Infrastructure
- Damage to gas pipeline, telecom cable connecting Finland and Estonia caused by ‘external activity’ (AP News). Finnish officials said Tuesday, adding that authorities were investigating.
- Britain’s London Luton Airport temporarily suspended all flights (Reuters) after a car fire set off a wider blaze that led to the partial collapse of one of its multi-storey car parks.
Environment
- Argentina – Wildfires (ERCC). A large wildfire has been burning across central Argentina since 10 October, particularly in Córdoba Province.
- Myanmar – Floods, update (ERCC). Heavy rainfall has been causing floods in southern Myanmar, in particular in Bago and Yangon regions and Mon State, since 8 October. The overflowing of the Bago River has resulted in both casualties and damage. Myanmar – Thousands Evacuate Floods in Bago, Mon and Yangon (floodlist). According to disaster authorities in Myanmar, as many as 12,000 people were evacuated to the temporary camps and around 2,800 homes have suffered damage.
- Afghanistan – Earthquakes (ERCC). A new 6.3 M earthquake at a depth of 9 km, followed by two aftershocks of 5 M and 4.1 M, hit Herat Province on 11 October at 00:41 UTC (05:11 local time). The 6.3 M earthquake was located in Zinda Jan District, 27 km northwest of Herat City and at 14 km south-east of the 6.3 M earthquake that occurred on 7 October that caused more than 2,400 fatalities, as of 10 October.
- India – Flash floods, update (ERCC). Heavy rainfall has been affecting the Sikkim State, a mountainous State in north-eastern India, between Nepal and Buthan, since 4 October, causing flash floods and the Teesta River overflow that have resulted in causalities and widespread damage. In addition, flash floods were also caused by a Glacial Lake Outburst Floods (GLOF) occurred in South Lhonak Lake in northern Sikkim.
- Brazil – Rains and Floods Wreak Havoc in Santa Catarina as Emergency Declarations Escalate (floodlist). As of 10 October, the state’s Civil Defence said a significant portion of the region is grappling with the impacts the severe weather conditions. Out of the 295 municipalities in Santa Catarina, 136 have reported negative impacts of the recent severe weather, 89 of which have declared a state of emergency.
