This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Armed, masked men in Gaza have started patrols to stop traders profiteering in Rafah (Reuters), where more than a million displaced Palestinians are taking shelter from Israel’s air and ground campaign, a member of the vigilante group said.
- Afghanistan: UN appalled at revival of public floggings, executions (UN News). A revival of Taliban-ordered public executions by gunfire taking place in sports stadiums in several cities in Afghanistan. The executions in Ghazni and Sheberghan cities were carried out in the presence of de facto court and other officials, as well as members of the public.
- Chad opposition leader killed in shootout (BBC). An opposition leader in Chad has been killed during a shootout with security forces, officials say. Yaya Dillo’s death comes after the government blamed him for a deadly attack on the country’s security agency.
- Ghana parliament passes stringent anti-LGBTQ law (Reuters). Ghana’s parliament passed legislation on Wednesday that intensifies a crackdown on the rights of LGBTQ people and those promoting lesbian, gay or other non-conventional sexual or gender identities in the West African country.
- Tens of thousands flee in new wave of brutal Mozambique attacks (Reuters). Tens of thousands of Mozambicans are fleeing their homes in the restive Cabo Delgado province amid a surge in deadly insurgent attacks since January.
- UN appeals for $674 million as gang violence in Haiti escalates with killings and sexual violence (AP News). Indiscriminate violence in Haiti is escalating — especially in the capital and surrounding region — with armed gangs carrying out killings and acts of sexual violence, the United Nations humanitarian coordinator in the conflict-wracked Caribbean nation said Wednesday.
Infrastructure
- Gaza: Frustration mounts as UN convoy is blocked outside stricken hospital (UN News). UN relief agencies operating in war-torn Gaza voiced deep frustration on Tuesday over continuing aid access restrictions placed on them by the Israeli military, after ambulances carrying patients away from a stricken hospital at the weekend were stopped for several hours while health workers were searched and detained. Doctors describe life under Israeli attack in Gaza (UN News). Currently, only 12 of Gaza’s 36 hospitals are “partially functioning”, according to the World Health Organization (WHO), with the rest destroyed by Israel’s near constant bombardment of the enclave.
- Hundreds of flights canceled as Argentina’s air travel workers go on 24-hour strike (AP News) to demand better wages.
- Canada will reimpose some visa requirements on Mexicans, official says (BorderReport). Canada’s government is reimposing some visa requirements on Mexican nationals visiting Canada, an official familiar with the matter told The Associated Press on Wednesday.
Environment
- Pakistan – Floods (ERCC). On 27 February, torrential downpours were recorded in Gwadar, submerging several areas, including Gwadar city and Sarabandan. Gwadar district has declared a state of emergency while rescue operations are underway.
- Brazil – Floods, update (ERCC). The number of casualties is increasing following the heavy rainfall that has been affecting western Brazil, in particular the Acre State, bordering with Peru and Bolivia, since 25 February, causing flooding and rivers overflow.
- Peru – Landslide (ERCC). Heavy rainfall has been affecting southern Peru, in particular the Machupicchu District, Urubamba Province over the last few days, causing a huge landslide that have resulted in casualties and damage.
- Italy – Snow avalanches and severe weather (ERCC). Heavy rainfall, snow and strong winds have been affecting northern Italy since 26 February, causing snow avalanches, flooding, landslides, and resulting in casualties and damage.
- USA – Wildfires (ERCC). Wildfires have been burning across southern USA, in particular northern Texas, and the neighboring western Oklahoma over the past few days, prompting evacuations and causing casualties and widespread damage.
Health
- Chikungunya vaccine recommended for US travelers in outbreak settings (CIDRAP). The Center for Disease Control and Prevention (CDC) vaccine advisory group today recommended the chikungunya vaccine for people ages 18 and older who will be traveling to a country or territory experiencing an outbreak of the disease.
