This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Bangladesh – Level 3: Reconsider Travel (DOS) – Updated to reflect the Level 4 area information highlighted in the travel advisory.
- Cameroon – Violence against civilians (ERCC) – On 10 September 2024, in the South West region, Ndian division, non-State armed groups (NSAG) operatives rounded up an elderly man and his wife alongside a male worker and immolated them at a private residence. They were accused of collusion with civil authorities. The violence in the North-West and South-West regions intensified throughout 2023 and 2024. Civilians have borne the brunt of the conflict, enduring daily abuses such as physical violence, illegal taxes, arbitrary detention, kidnapping, and more. Six thousand people have died since the conflict began in late 2016 and over 600,000 are internally displaced persons (IDPs) within Cameroon.
- Sinaloa violence sparks fear of intra-cartel war in Mexico (Reuters) – Shootouts in the western Mexican state of Sinaloa have kindled fears that an intra-cartel war is about to break out in the wake of the arrest of legendary trafficker, Ismael “El Mayo” Zambada, in July.
- Jamaica to deploy a limited number of soldiers and police to help fight gangs in Haiti (AP News) – Jamaican Prime Minister Andrew Holness announced Tuesday that his country would send two dozen soldiers and police officers to Haiti this week to boost a U.N.-backed mission led by Kenya to fight violent gangs.
- France foiled 3 attack plots targeting the Paris Olympics (AP News) – French authorities foiled three plots to attack the Olympic and Paralympic Games in Paris and other cities that hosted the summer events, the national counterterrorism prosecutor said on Wednesday. Olivier Christen said the plots included plans to attack “Israeli institutions or representatives of Israel in Paris” during the July 26-Aug. 11 Olympic competition.
Demonstrations
- Melbourne protests: Dozens arrested at defence expo (Reuters) – Anti-war protesters and police clashed outside a defense exhibition in Australia’s second-largest city of Melbourne on Wednesday, with dozens arrested as police used sponge grenades, flash-bang devices and irritant sprays to control parts of the hostile crowd.
- Flights grounded at Kenya’s main airport as workers protest against Adani deal (AP News). Hundreds of workers at Kenya’s main international airport demonstrated on Wednesday against a planned deal between the government and a foreign investor. Planes have remained grounded, with hundreds of passengers stranded.
Environment
- Hanoi flooded by swollen river as Typhoon Yagi leaves 179 dead (Reuters) – Vietnam’s capital of Hanoi evacuated thousands of people living near the swollen Red River as its waters rose to a 20-year high, flooding streets days after Typhoon Yagi battered the country’s north, killing at least 179 people.
- Nigeria – Floods and dam overflow (ERCC) – Heavy rainfall continues to affect north-eastern Nigeria, causing floods and the Alau Dam overflowing, and resulting in casualties and damage. On 10 September, according to media, the overflow of the Alau Dam, approximately 15 km southwest of Maiduguri city, in Borno state in north-eastern Nigeria, flooded Maiduguri. Over 239,000 people have been affected and at least 50,000 people have been displaced across Fori, Galtimari, Gwange and Bulabulin areas. Several structures have been destroyed, including one hospital and one zoo.
Humanitarian
- Mpox: UNHCR launches $21.4 million appeal to support refugees in African countries (UN News) – The UN refugee agency, UNHCR, appealed on Wednesday for $21.4 million to urgently scale up health services for forcibly displaced people in African countries impacted by the mpox emergency. Mpox is a viral disease that can be transmitted through physical contact with an infected person, animal or contaminated objects.
