This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.

Security 

• France to Maintain Border Controls Until April 2025 Due to Terrorist Threats & Irregular Migration (Schengen News) – France will keep in place border controls until April 30, 2025. Authorities in France said the measure aims to help deal with terrorist threats and irregular migration. France has been maintaining checks at its internal borders, for almost ten years, since 2015. 
• Norway Extends Internal Border Controls Until November 11 (Schengen News) – Norway will continue carrying out police checks at its internal borders for another 20 days. The measure follows two potential terrorist threats at the Israeli embassies in Denmark and Stockholm, two neighbouring countries of Norway. 
• Russia is deliberately attacking civilians in southern Ukraine with drones (CNN World News) – In the city of Kherson, southern Ukraine, civilians have started to hope for heavy rain – the only weather conditions that prevent Russian drones from flying overhead. Drone attacks on ordinary people living here have sharply increased since the beginning of fall, with residents reporting Russian drone attacks on pedestrians, cars, buses and even an ambulance, according to local officials.      
• China holds live-fire drills on island closest to Taiwan (BBC News) – China held a live-firing exercise from its territory closest to Taiwan one week after it launched a large-scale drill encircling the island. Chinese military drills off the Taiwanese coast have intensified in recent years as its claims over the self-governed island have grown. 

Environment 

• India, Pakistan arrest farmers for burning crop waste as pollution rises (Reuters) – At least 16 farmers have been arrested in India’s northern state of Haryana for illegally burning paddy stubble to clear fields, a practice that stokes air pollution in the region around New Delhi at the onset of winter, authorities said on Tuesday. India’s national capital region battles pollution each year as temperatures fall and cold air traps construction dust, vehicle emissions and smoke, much of which officials say travels from the neighbouring breadbasket states of Punjab and Haryana. 

Health 

• Germany identifies its first case of new mpox variant (Reuters) – The first case of the new mpox variant has been detected in Germany, the Robert Koch Institute (RKI) for public health said on Tuesday, adding that it viewed the risk to the wider population as low. In a statement, the institute said an infection caused by the new variant, which had been acquired abroad, was detected on Oct. 18. It noted close physical contact was required for transmission. 
• Syria – Suspected cholera cases in Al Hol camp and North East Syria (ERCC) – Between 11 and 20 October, 26 cases of Acute Watery Diarrhoea (AWD) cholera have been detected in Al Hol camp in North East Syria. 18 cases have been confirmed as positive by Rapid Diagnostic Test (RDT), and eight cases by lab culture. WHO collected samples for analysis in Damascus, due to the lack of lab capacity in North East Syria.
