This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.

Security
- Gunman kills 3 people in southern Brazil during hours-long shootout (AP News) – A 45-year-old man in southern Brazil barricaded himself in a house and killed his father, brother and a police officer in an hours-long shootout before he himself was fatally shot, authorities said Wednesday. Nine other people were injured.
- Attack on aerospace firm in Turkey’s Ankara kills 5, injures 22 (Reuters) – Two attackers killed five people and wounded 22 others on Wednesday in what Ankara called a terrorist attack at the Turkish Aerospace Industries headquarters, where witnesses said they heard gunfire and an explosion.
- Poland Closes Russian Consulate in Poznan Due to Suspected Sabotage Attempts (Schengen News) – Poland has decided to close the Russian Consulate in Poznan. The consulate is being shut down due to suspected Russian attempts of sabotage. Russia denied involvement and said that it would retaliate against the decision.
- In Ghana, Sahel jihadis find refuge and supplies (Reuters) – Islamist militants fighting in Burkina Faso are discreetly using Ghana’s north as a logistical and medical rear base to sustain their insurgency, seven sources told Reuters, a move that could help them expand their footprint in West Africa.
Infrastructure
- Finland Permanently Shuts Down 2 Border Crossing Points With Russia (Schengen News) – Finland has decided to close the Parikkala and Lieksa border crossing points with Russia for good. These two temporary border crossings have not been used for several years.
- How to advance women’s roles in peace and security (UN News) – Ongoing conflicts in Gaza, Haiti, Sudan and Ukraine and beyond reveal that females are disproportionately affected – from gender-based violence to rape used as a tool of war – but the UN chief’s newly released report suggests eight ways for policymakers and interested parties to advance women’s role in peace and security.
Environment
- Philippines – Tropical storm TRAMI, update (ERCC) – As of 24 October, the National Disaster Risk Reduction and Management Council (NDRRMC) reports that the passage of TRAMI is leading to seven fatalities, of whom six in Bicol and one in Calabarzon, seven missing people and four others injured. In addition, almost 200,000 have been displaced and more than 2 million people have been affected.
- South Africa – Floods (ERCC) – Over the past couple of days, the Eastern Cape province in south-eastern South Africa experienced heavy rainfall and consequent floods that resulted in casualties and damage. According to media, at least ten people have died and 3,000 others have been displaced and accommodated in community halls and recently constructed houses. In addition, 30 houses have been destroyed as well as 12 bridges.
Health
- CDC Recommends Second Dose of COVID-19 Vaccine for People 65 Years and Older (CDC) – The recommendation acknowledges the increased risk of severe disease from COVID-19 in older adults and those who are immunocompromised, along with the currently available data on vaccine effectiveness and year-round circulation of COVID-19. The recommendation also provides clarity to healthcare providers on how many doses should be given per year to people who are moderately or severely immunocompromised and is meant to increase coverage of this second dose for that group.
