This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- Fighting in the Tigray region of Ethiopia is “spiralling out of control” (UN News), and there is no military solution to end nearly two years of brutal conflict which has left tens of thousands reportedly dead, while the “social fabric, is being ripped apart”.
- Death toll rises to four U.N. peacekeepers killed in Mali attack (Reuters on MSN.com). A United Nations peacekeeper has succumbed to injuries sustained in an attack in northern Mali on Monday, bringing the death toll to four, the U.N. mission in Mali said on Tuesday.
- Kremlin: annexed Ukrainian lands protected by Russian nuclear weapons (Reuters). The Kremlin on Tuesday said that the four regions of Ukraine that Russia declared it had annexed in recent weeks fall under the protection of Russia’s nuclear arsenal.
Demonstrations
- EU faces battle to keep energy prices from tanking economy (Seattle Times). European Union leaders enter a crucial stretch this week to make sure runaway energy prices and short supplies do not further weaken their struggling economies and foment unrest.
Natural Disasters
- Heavy rainfall continues to affect most of the States of Nigeria since the first half of August (ERCC), causing severe floods that have resulted in casualties and widespread damage.
- Floods and landslides have been reported across northern Luzon (Philippines) and Taiwan (ERCC), due to heavy rainfall related also to the passage of NESAT (Neneng in the Philippines) on 15-16 October over Luzon Strait.
- Heavy rainfall has been affecting central Indonesia (in particular the Java Island) (ERCC) over the past 72 hours, causing floods and triggering landslides that have resulted in evacuations and damage.
- In the central coast of Venezuela (ERCC), new flooding events, river overflow, and landslides have been reported on 17 October in Aragua State, resulting in casualties.
Health
- Medical teams raise alarms as deadly cholera outbreak grows amid violence in Haiti (CBC) The death toll is mounting in a growing cholera outbreak in Haiti, all while the beleaguered Caribbean country grapples with gang violence, crumbling infrastructure, and widespread social and political unrest. The waterborne bacterial infection — which can lead to the rapid onset of severe diarrhea and dehydration — has caused at least 35 official deaths, with more than 600 suspected or confirmed cases in the area surrounding the country’s capital, Port-au-Prince, according to the latest figures from the Pan American Health Organization (PAHO).
COVID-19
- BQ.1.1 is among the most immune-evasive COVID variants yet. It’s coming in hot in the U.S. (Fortune) Omicron spawn BQ.1 and its offspring—the highly immune-evasive BQ.1.1—are coming in hot in the U.S. The duo comprises more than 11% of COVID cases, according to updated projections released Friday by the U.S. Centers for Disease Control and Prevention.
Monkeypox
- Monkeypox multi-country outbreak – second update (ECDC). Since early May, and as of 11 October 2022, 20 455 confirmed cases of monkeypox (MPX) have been reported from 29 European Union/European Economic Area (EU/EEA) countries, including four deaths. As of 30 September, MPX confirmed cases reported from EU/EEA countries represented almost one third (29.7%) of the cases reported to the World Health Organization (WHO) globally (68 267 cases). Based on evidence in the current outbreak and the declining number of new infections, the overall risk of MPX infection is assessed as moderate for MSM and low for the broader population.
