This report intends to give the UTD Community a snapshot of international risks, and other issues as reported by the linked media and official sources from the U.S. and other countries.
More health and security information for each country can be found in the travel advisories issued by the governments of the United States, Canada, the UK, New Zealand, and Australia, and the CDC, ECDC, and WHO sites. Not all advise in these sites will apply to US travelers.

Security
- India – Manipur violence (ERCC). Violence broke out in 10 districts of Manipur on 3 April when thousands of tribal people participated in a “Tribal Solidarity March” organized by the All Tribal Students Union of Manipur (ATSUM) to protest against the demand of the Meitei community to be added to the Schedule Tribe (ST) category.
- Benin orders probe after violence kills 15 in north (AFP on MSN.com). Deadly violence in northern Benin killed around 15 people, a government spokesman said.
- Even as China Reopens, Security Visits Spook Foreign Businesses (NYT). Fears are growing that the Communist Party’s increasing focus on control over information about markets and companies is behind the questioning of firms. It is part of an increasingly perilous environment for foreign companies. Beijing ordered a cybersecurity review of the U.S. chip maker Micron Technology in a move seen as retaliation for the semiconductor trade restrictions. A Japanese pharmaceutical executive was detained on suspicion of espionage. China has also intensified its use of exit bans to prevent people such as business executives from leaving the country.
- Forces kill 3 Palestinians behind deaths of British-Israelis (AP). Israeli troops on Thursday killed three Palestinian militants wanted in connection with a shooting attack that killed a British-Israeli woman and two of her daughters, the Israeli military said, the latest bloodshed in a relentless wave of violence.
- Tunisian police violence brings back memories of old regime (Al Jazeera). Incidents at basketball arena and sit-in by African migrants have led to accusations that police brutality is rising.
- Heavy fighting was reported across Sudan’s capital (Reuters), Khartoum, despite both of Sudan’s warring parties agreeing to begin a seven-day truce today. More than five hundred people have been killed since the fighting broke out last month, Sudanese authorities said.
- Moscow has stepped up attacks as Ukraine prepares for a counteroffensive to try to retake occupied land (Reuters). Russia fired two dozen combat drones at Ukraine on May 4, striking a university campus in the Black Sea city of Odesa and attacking the capital Kyiv for the third time in four days.
Demonstrations
- Israelis block roads in protest against Netanyahu legal plan (AP). Israelis blocked roads and demonstrated on Thursday against a contentious government plan to overhaul the judiciary, hoping to ramp up pressure on lawmakers after parliament reconvened this week following a month-long recess.
- Authorities patrolled the streets and suspended internet services in India (AP), in the northeastern state of Manipur, after protests by predominantly Christian tribal groups turned violent. The demonstrators were objecting to demands for special status by the majority Hindu community.
Natural Disasters
- Pakistan – Severe weather, update (ERCC). Heavy rainfall and thunderstorms continued to affect north-western Pakistan – in particular the Khyber Pakhtunkhwa Province – over the last few days, causing a number of severe weather-related incidents that have resulted in casualties and damage.
- Italy – Floods and landslides (ERCC). Heavy rainfall affected northern Italy (in particular the Emilia-Romagna Region) over the period from 30 Apr to 3 May, causing floods, rivers overflow – particularly Senio, Sillaro and Lamone Rivers – and triggering landslides that have resulted in casualties and widespread damage.
- Rwanda – Floods and landslides (ERCC). In the past few days, particularly on 2-3 May, heavy rainfall hit the northern, western and southern provinces of Rwanda, causing floods, triggering landslides and leading to casualties and damage. Rwanda floods kill 130, destroy over 5,000 houses (Reuters). Flooding and landslides triggered by heavy rains that have killed 130 people in Rwanda this week have also destroyed more than 5,000 homes, a government spokesperson said on Thursday.
- Indonesia – Floods (ERCC). Heavy rainfall has been affecting central Indonesia (in particular the Java Island) since 30 April, causing floods that have resulted in population displacements and damage.
- New temperature records, food security threats likely as El Niño looms (UN News). The development of an El Niño climate pattern in the Pacific Ocean this year is more and more likely, with dangerously high temperatures and extreme weather events expected, the World Meteorological Organization (WMO) said on Wednesday.
Health
- Covid Rise Tests Malaysia Hospitals as Philippines Reopens Wards (Bloomberg). Rising Covid cases are threatening to overstrain Malaysia’s crowded hospitals and the Philippines reopened its coronavirus treatment wards amid a surge in Southeast Asia, underscoring the need for governments to adjust to the disease’s ebb and flow in a world now living with the virus.
