Restricted Countries
Travel to EO-48 countries
Employee travel impacted by the executive order issued on Nov 19, 2024 by Governor Greg Abbott.
For travel to China (including Hong Kong and Macao), Cuba, Iran, North Korea, Russia, or Venezuela:
- Travel for professional reasons is suspended.
- For UTD faculty and staff. If the activity, regardless of funding, would have required you to submit an international travel authorization (ITA) request, then those activities are currently not permitted under EO-48. See more about activities that would require you to submit an ITA.
- For UTD student employees. If the activity, regardless of funding, is in furtherance of the job duties assigned to you by your department, then those activities are currently not permitted under EO-48.
- Travel for personal reasons (for employees and student employees) requires pre-travel notification and upon your return a post-travel brief that includes dates and purpose of travel. Submit an international personal travel report (IPTR) prior to departure.
- The IPTR is not tied to an authorization process, it is simply a notification to UTD.
Travel to Iran
Effective Monday, August 6, 2018
- There is no international insurance or emergency assistance available.
- OFAC licenses if needed, can take a significant amount of time to obtain.
- Export Control and Legal Affairs will be integrated in the IOC decision-making process to ensure that neither the institution nor the traveler violates any U.S. sanctions with respect to financial transactions, nor engage with any person or entity that is sanctioned.
- The proposal submitted to the IOC must include a plan for assistance coordination and financing in the event of a medical or security-related emergency involving the traveler since insurance and On Call International support will not be available.
- Travel must be approved by the IOC, the President, and respective Executive Vice Chancellor (EVC) for Health Affairs or Academic Affairs.
Travel to Afghanistan, Iraq, Iran, or North Korea
Additionally, you need to submit the following:
- The insurance questionnaire.
- If you have obtained an OFAC license, or need to get one, email the Export Control Office, or call 972-883-4718 for guidance.
Travel to Comprehensively Sanctioned or Targeted Sanctions Countries
If you intend to travel on behalf of UT Dallas to, or ship or transact with any country that is identified on the Comprehensively Sanctioned or Targeted Sanctions Country lists, available at the Export Control website, you must email the Export Control Office, or call 972-883-4718 for guidance.
Because of the complex federal trade regulations governing comprehensively sanctioned countries, as well as the severe civil and criminal penalties that could be levied for sanctions violations, faculty, staff and students should not attempt to interpret export licensing requirements or license exclusions for travel to or transactions with comprehensively sanctioned countries on their own.
For targeted sanctioned countries, UT Dallas has access to an export compliance screening tool that will permit the Export Control Office to verify whether a person or an organization is a restricted party, and identify if any licensing requirements or license exclusions are required for engaging with the individual or organization.
